Scope of Work
This solicitation (RFP 36E79726R0015) requires the supply of Melatonin in 1mg, 3mg, and 5mg strengths, in capsule or tablet form. Key requirements include:
- Packaging: Unit of use packaging with child-proof closures, a minimum bottle volume of 120cc, and specific label dimensions (5.25" x 2"). Glass bottles are not acceptable.
- Product Identification: Offerors must provide an 11-digit National Drug Code (NDC) unique to their company for each offered drug. The contractor's label will be the only label on the product, with VA labels adhering over it.
- Compliance: Products must meet FDA cGMP standards and other relevant regulations.
- Cost Recovery Fee: A 0.5% Cost Recovery Fee must be included in all offered prices.
Contract Details

Submission & Evaluation

- Pricing: Offerors must submit prices for the base year and all four option years for all line items, with prices not exceeding two decimal places.
- Product Samples: One sample bottle (with proposed label) for each line item must be submitted by the offer due date. Samples will be used to evaluate compliance with salient characteristics and specifications.
- Evaluation: Award will be made to the responsible offeror with the lowest price technically acceptable offer. Technical acceptability includes meeting product specifications, NDC/UPC uniqueness, cGMP acceptability, and provision of compliant product samples. Only offers with samples meeting all criteria will be eligible for award.
- Deadline: Offers are due March 26, 2026, at 2:30 PM CT.
Additional Notes
This is an unrestricted procurement. Other than small business concerns may be required to submit a subcontracting plan if the contract value exceeds $900,000. Offerors not manufacturing the items must submit a Letter of Commitment from the manufacturer. Estimated annual requirements are substantial, particularly for 3mg Melatonin (1,363,153 bottles).
