• Responses will be accepted until February 26, 2026, 14:00 Eastern Time.

• The Contracting Officer will determine price reasonableness based on market research.

• The government is not obligated to award to any small business if market research indicates a better value elsewhere.

• A sources sought was previously issued for small businesses. Only one response met the requirements.

• The government reserves the right to award to other than a small business based on best value determination.

Sources Sought / Market Research

This notice is issued by the Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) for informational and planning purposes to conduct market research regarding the Biosense Webster Carto 3 cardiology mapping system at the C.W. Bill Young VA Medical Center. The goal is to identify potential sources for hardware and software replacement and upgrades for the existing Carto 3 system, which is nearing end-of-life.

• Product/Service: Replacement and upgrades for the Biosense Webster Carto 3 cardiology mapping system (Brand Name or Equal).

• Objective: To provide the Cath Lab with advanced technology for efficient and accurate catheter placements during cardiac catheterization procedures.

• Key Components: Includes the CARTO® 3 System Base Package and Clinical Module Package, ConfiDense, CartoReplay™, PASO™, Ripple, VISITAG Surpoint™, Fam DX, Carto PRIME®, CARTO® LAM, CARTO® ELEVATE™, CARTSOUND™ FAM, SPU, CARTO® 3 Workstation Cart (Dual Monitor Arm), and nGEN™ System (Generator, Pump, Remote Monitor).

• Services: Installation and operation expertise.

• Documentation: Two copies each of operator and service manuals (one electronic, one physical).

• Warranty: Minimum manufacturer's warranty covering parts and labor.

• Exclusions: C&A requirements and Security Accreditation Package are not applicable.

• This is not a solicitation or request for bids/quotes/offers.

• Responses will assist in determining socio-economic status set-aside feasibility (SDVOSB, VOSB, or SB).

• If insufficient SDVOSB responses are received, it may be solicited as VOSB or SB. If no or insufficient small business responses are received, it may be solicited as unrestricted.
