Quick Summary

The Department of Veterans Affairs (VA), VISN 10, VA Ann Arbor Health Care System, intends to award a sole-source, firm fixed-price contract to Fujifilm Healthcare of Americas Corporation for a Fujifilm Synapse v7 Cardiovascular PACS system upgrade. This upgrade is critical for cardiology providers to review and access images and data for veteran care. Responses from interested parties demonstrating competitive advantage are due by March 13, 2026, 10:00 AM EST.

Purpose

The VA Ann Arbor Health Care System requires an upgrade from Fujifilm Synapse Cardiovascular PACS version 6 to version 7. This application is essential for cardiology providers to access and review cardiology images and data for diagnostic purposes in veteran care.

Scope of Work

The requirement includes:

  • Fujifilm Synapse v7 PACS Software Licenses (Compute License CV, Cardiology Software License for Interface Engine, Cardiology PACS Software License)
  • Professional Services for Application Training (On-site and Remote)
  • Professional Services for Optimization, Implementation, and Server Buildout v7
  • Professional Services for Conversion to Synapse 7 Viewer
  • Professional Services for Legacy Synapse CV Database Consolidation Tier 1
  • Professional Services for Adult Echocardiography Workflow Module Conversion v7
  • Professional Services for CV Synapse Analytics

Contract Details

  • Contract Type: Firm Fixed-Price
  • Intended Vendor: Fujifilm Healthcare of Americas Corporation
  • Product Service Code: 6515 (Medical And Surgical Instruments, Equipment, And Supplies)
  • NAICS Code: 541519 (Other Computer Related Services)
  • Opportunity Type: Special Notice (Intent to Sole Source)

Justification for Sole Source

The Fujifilm Synapse Cardiovascular PACS software is proprietary, and only Fujifilm (OEM) possesses the critical components for this upgrade. The upgrade requires OEM-certified parts and technicians for installation and servicing. Market research, including searches on SBA SBS, SCMC, and GSA Advantage!, indicated no other vendors could work with the currently owned Cardiovascular Suite. Using any other vendor would lead to inconsistency, reduced communication and reliability, and necessitate new training, which would be disadvantageous and cost-prohibitive. The VA and SBA Rules of Two cannot be met.

Response & Deadline

This is not a request for competitive proposals. Any response must provide clear and convincing evidence that competition would be advantageous to the Government. Responses are due no later than March 13, 2026, 10:00 AM EST.
