This document is an "Intent to Sole Source Award" notice from the Department of Veterans Affairs (VA), VISN 10, for a Fujifilm Synapse Cardiovascular PACS system upgrade from version 6 to version 7. The Fujifilm Synapse Cardiovascular PACS software is proprietary, and only Fujifilm (OEM) possesses all critical components for this upgrade. The upgrade requires OEM-certified parts and technicians for installation and servicing. Using any other vendor would lead to inconsistency in the standard of care, reduced communication, reliability issues, and necessitate new training, which would be disadvantageous and cost-prohibitive.

Market research was performed using the SBA SBS database (NAICS Code 541519, with SDVOSB/VOSBs) yielding 6,694 results. Further searches with "Cardiovascular Software" yielded 6 results. Searches on SCMC and GSA Advantage! yielded 1 and 5 results, respectively. None of these could work with the currently owned Cardiovascular Suite. Fujifilm Healthcare of Americas Corporation is the only vendor capable of meeting the requirement due to proprietary agreements and lack of authorized distributors. The VA and SBA Rules of Two cannot be met.
