Justification for Sole Source
The Fujifilm Synapse Cardiovascular PACS software is proprietary, and only Fujifilm (OEM) possesses the critical components for this upgrade. The upgrade requires OEM-certified parts and technicians for installation and servicing. Market research, including searches on SBA SBS, SCMC, and GSA Advantage!, indicated no other vendors could work with the currently owned Cardiovascular Suite. Using any other vendor would lead to inconsistency, reduced communication and reliability, and necessitate new training, which would be disadvantageous and cost-prohibitive. The VA and SBA Rules of Two cannot be met.
