Solicitation

This solicitation is for the procurement of a state-of-the-art 256-channel Electroencephalography (EEG) recording system for the Specialized Emerging Consciousness (EC) Program at the VA Palo Alto Polytrauma Unit. The system is needed to enhance the ability to conduct continuous and detailed monitoring of patients with severe traumatic brain injury resulting in a Disorder of Consciousness, who are at high risk for complications like seizures. The goal is to improve patient recovery understanding and the effectiveness of stimulation protocols.

• EEG System: A 256-channel EEG amplifier (single base unit, upgradable for neuromodulation and MR conditional), with specific technical specifications for input noise, A/D resolution, dynamic range, bandwidth, sampling rate, input impedance, and CMRR.

• Electrodes & Consumables: 256-channel electrode net/cap (application time < 15 mins), abrasion-free, gel-free (saline electrolyte based), with consumables for at least 100 recordings.

• Physiological Measurement Hardware: Minimum of 16 true bipolar channels for simultaneous acquisition with EEG signals (e.g., ECG, EMG).

• Software: Full EEG acquisition, review, and analysis software with specified analysis tools and flexible data import/export capabilities (e.g., Matlab plugins, EDF+).

• Computer & Monitor: High-performance desktop computer with a screen larger than 21 inches (Quad Core i5 processor, 8GB RAM minimum).

• Isolation Transformer: 600-Watt hospital-grade isolation transformer.

• Onsite Training: Comprehensive two-day training for VA staff on equipment operation, data collection/analysis, and best practices.

• Delivery & Installation: Equipment to be delivered to VA Palo Alto Health Care System, with installation and setup by the vendor.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base POP Begin: 01-27-2026, POP End: 07-27-2026.

• Requested Delivery Date: As soon as possible (within 180 Days ARO).

If the source is not the Original Equipment Manufacturer (OEM), an authorized distributor letter signed by the OEM is required. Small businesses not acting as the OEM must detail compliance with subcontracting limitations and/or the non-manufacturer rule.
