Submission & Evaluation
Offerors must submit written offers via email to victor.oliveros@va.gov. Submissions must include a completed SF 1449, vendor information with SAM UEI, acknowledgement of amendments, schedule of supplies with specific manufacturer and model numbers, delivery schedule, and required certifications (FAR 52.212-3, VAAR 852.219-78).
Crucially, for "Brand Name or Equal" items, offerors must demonstrate how their proposed product meets salient characteristics and provide an authorization letter from the Original Equipment Manufacturer (OEM), dated no more than 90 days prior to the submission deadline, confirming their authorized dealer/distributor status. Offers without this letter will not be considered.
Award will be made to the responsible offeror whose offer is most advantageous to the Government, based on the lowest price that meets ALL requirements.
