Scope of Work

Contractors will be responsible for the fabrication of prescription eyeglasses (dress and safety) in strict conformance with VA-provided prescriptions. Key requirements include:

  • Providing new eyeglasses, frames, and lenses that meet specific ANSI/ISO standards for impact resistance, materials (CR-39, polycarbonate, Trivex, high index), UV protection, and various lens types (single vision, bifocal, trifocal, progressive, photochromatic).
  • Supplying a sample frame kit (52 frames for evaluation), complete eyeglasses samples, repair kits, display racks, and patient instructions.
  • Adhering to strict quality control, inspection, and shipping timelines.
  • Note: Eyeglass manufacturing contractors and their subcontractors are prohibited from providing Optician Services at VA facilities to ensure unbiased frame selection and prevent undue persuasion of Veterans for out-of-pocket purchases.

Contract Details

This will be a Firm-Fixed-Price with economic price adjustment, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ten-year period of performance (five-year base and one five-year option). The estimated maximum ceiling amount is $2 billion, with a guaranteed minimum of $10,000 for the initial fiscal year. Multiple IDIQ awards are anticipated, with Delivery Orders being single award. At least two national and two regional awards are expected.

Eligibility & Evaluation

This opportunity is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be registered in SAM and verified as an SDVOSB. Evaluation will be based on:

  • Technical Acceptability Standards (Pass/Fail): Sample Frame Kit, Equipment, Contingency Plans, and Complete Submission of Proposal.
  • Factor 1: Experience.
  • Factor 2: Capabilities.
  • Factor 3: Price. Technical factors and Experience/Capabilities are considered more important than Price. Past performance will be reviewed for responsibility determination. Minimum daily manufacturing capabilities are specified for Factor 2: East Region (4,000), West Region (3,000), and OFL Region (600) complete eyeglasses per day. An overall minimum of 600 eyeglasses per day is required.
