Scope of Work
Contractors will be responsible for the fabrication of new prescription eyeglasses, including frames and lenses, in strict conformance with VA-provided prescriptions and meeting specific ANSI and FDA standards. This includes a wide range of lens types (single vision, bifocal, trifocal, progressive, photochromatic, premium progressive) and various frame materials. Key deliverables include providing a sample frame kit for evaluation, repair kits, and display racks/trays. Services will cover Nationwide VA Medical Centers and their entire catchment areas, including outpatient clinics (CONUS and OCONUS locations). Optician services are excluded from this requirement.
Contract Details
This will be a Firm-Fixed-Price (FFP) IDIQ contract with economic price adjustment, with an estimated maximum value of $2 billion over a ten-year period (a 5-year base period and one 5-year option period). A guaranteed minimum of $10,000 is provided for the initial fiscal year. Multiple awards are anticipated, with individual Delivery Orders being single-award.
Submission & Evaluation
Proposals must be submitted via email to the Contract Specialist and Contracting Officer by the deadline. Evaluation will be based on Technical Acceptability Standards (Sample Frame Kit, Equipment, Contingency Plans, Complete Submission of Proposal), which are pass/fail. Other factors include Factor 1 (Experience), Factor 2 (Capabilities), and Factor 3 (Price). Technical factors and Experience/Capabilities are considered more important than price. Past performance will be reviewed for responsibility determination. Factor 2 - Capabilities requires minimum daily manufacturing capabilities: 4,000 eyeglasses/day for EG Region East, 3,000/day for EG Region West, and 600/day for EG Region OFL, with an overall minimum of 600 eyeglasses/day. Offerors not meeting regional capabilities may be considered for a national award but will be limited to orders in regions where they meet requirements. The due date for Sample Frame Kits and Complete Eyeglasses Samples remains unchanged (January 5 - January 13, 2026).
