Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Geological Survey (USGS), Geology, Energy & Minerals Science Center, is soliciting quotes for a Blanket Purchase Agreement (BPA) for Clumped Isotope Geochemical Analyses of Carbonate Mineral Samples. This Full and Open opportunity seeks a laboratory to provide high-precision analytical services for a five-year period. Quotes are due by February 27, 2026, at 10:00 AM Pacific Time.
Scope of Work
The BPA will cover lab sample analysis services for clumped isotope geochemical analyses of carbonate minerals, including rocks, sediments, veins, or fossil specimens. The selected laboratory must demonstrate a proven history of timely and properly documented analyses that meet state-of-the-art analytical precision and adhere to community-accepted InterCarb standardization practices. Key requirements include:
- Performing clumped isotopic compositions (D47, D48) and stable carbon/oxygen isotopic compositions (d13C, d18O).
- Analyzing small samples (<500µg) on high-precision instruments.
- Capability to analyze calcite, dolomite, and ideally magnesite samples.
- Data calibration using InterCarb ETH standards and "check standards," with corrections for acid fractionation.
- Replicating measurements on at least 3 separate analysis sessions per sample.
- Delivering measured data, supporting summary reports, and residual material within 6 months of sample shipment.
Contract Details
- Contract Type: Blanket Purchase Agreement (BPA) with Firm Fixed-Price Calls.
- Period of Performance: Five years, from approximately March 6, 2026, to March 6, 2031.
- Value: Not to exceed $49,999.00 over the five-year period. Funding will be obligated on individual BPA calls, not on the BPA itself.
- Place of Performance: Awardee's specialized isotope geochemical laboratory within the United States. No third-party vendors or subcontracting are permitted.
- NAICS Code: 541380 (Testing Laboratories and Services), Size Standard: $19.5 million.
Eligibility & Submission
This is a Full and Open solicitation. Offerors must be registered in SAM.gov. The Principal Investigator must hold a doctorate in geochemistry or have 5+ years of experience in clumped isotope analysis with a publication history. The primary operator should have at least one year of experience with geologic samples. Quotes must include unit prices per sample and will be evaluated based on Technical Capability, Past Performance, and Price, with technical and past performance considered approximately equal to price. Three references from academic or government institutions for similar work are required.
