Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services for immunohistochemistry (IHC) / in-situ hybridization (ISH) staining systems, reagents, and supplies. The Department of Veterans Affairs, Great Lakes Acquisition Center, is seeking to procure these items through a firm, fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will cover the delivery, installation, and training for the systems, as well as ongoing supply of reagents and consumables.

• Two automated IHC/ISH staining systems are required, one for Edward Hines, Jr. VA Hospital and one for Clement J. Zablocki VA Medical Center.

• The systems must meet CLIA and CLSI performance standards for accuracy and precision.

• Specific technical features include DAB, red chromogen, dual and parallel staining capabilities, dimensions no larger than 35" wide, UPS, walk-away capability, case information tracking, minimum 60 slides/8-hour shift throughput, on-board deparaffinization/pretreatment, low maintenance, reagent level detection, compatibility with existing antibody menus, and Windows 10 or ESU coverage.

• Contractor shall provide training for at least two employees (one per facility).

• A 12-month warranty on parts and labor is required, along with telephone and on-site repair services during business hours.

• Contractor must provide all ancillary support equipment (UPS, computer, monitor, barcode reader, etc.) and manuals.

• Contract Type: Firm, Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: Five years, including ordering periods of one year each.

• Guaranteed Minimum: $250,000.

• Contract Maximum: $2,500,000.00 across all periods.

• Submission Deadline: January 30, 2026, 09:00 AM Central Time.

• Evaluation Criteria: Best benefit to the Government at a reasonable price, considering price and technical capabilities. Technical factors include instrumentation, reportable parameters, efficiency of operation, and implementation plan.

• Offerors must submit commercial literature, pricing for all reagents/supplies, an implementation plan (including installation, validation, and training timeline), and operator's manuals.
