- Price: Total of all line-item prices. Offers not meeting technical requirements will not be selected regardless of price.
- Past Performance: Evaluation of relevant/recent performance and how it relates to the current SOW. Offerors without a record of relevant past performance will not be evaluated favorably or unfavorably.
