Quick Summary
The Department of Veterans Affairs (VA) is conducting market research to identify qualified sources for PAR Excellence Weight-based Inventory Management Systems (WBIMS) for the Fayetteville VAMC in Fayetteville, NC. This Sources Sought notice aims to improve inventory tracking, reduce stock outages, and enhance supply chain efficiency. Responses are due by January 30, 2026, at 02:00 PM EST.
Purpose & Background
The Fayetteville VA Coastal Health Care System seeks to replace its current labor and time-intensive cycle counting inventory system with a more efficient solution. The existing system requires continuous scanning and is prone to inefficiencies, especially during high workloads, potentially impacting timely supply restocking and patient care. A WBIMS is expected to augment Supply Chain Management Service (SCMS) effectiveness, improve timeliness, decrease personnel workload, and mitigate patient risks.
Scope of Interest
The VA is seeking vendors capable of supplying the complete PAR Excellence WBIMS, including:
- Software License
- PAR Scale Products
- PAR Hardware Accessories
- Third Party Storage Purchases
- Implementation services
- An authorized letter from OEM PAR Excellence confirming the ability to provide the requested WBIMS system and authorized installation/implementation services.
Eligibility & Set-Aside Considerations
This market research is for NAICS 333998 (Other Commercial and Service Industry Machinery Manufacturing) with a size standard of 700 Employees. Consistent with VA's "Veterans First Contracting Program," first priority will be given to Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Business (SB) concerns, should a set-aside be established for a future solicitation. If insufficient veteran-owned and small business responses are received, the action may proceed as full and open competition.
Submission Requirements
Interested and capable respondents must provide:
- Company name, address, point of contact, phone number.
- SAMs UEI number and DUNs Number.
- List of available products and business size (small or large).
- Indication of whether they are small business manufacturers or distributors of a small business manufacturer.
- A letter from the manufacturer stating authorization as a distributor/licenser, if applicable.
- A capability statement signifying ability to meet the specified requirements.
- SDVOSBs and VOSBs should indicate if they are verified by SBA on the VetCert Database.
