This is a notice of intent to award a sole source, firm-fixed-price contract to PAR Excellence Systems, Inc. for the PAR Excellence Weight-Based Inventory Management Systems (WBIMS), including software, maintenance, and support services. The system is currently in use at the Fayetteville VAMC and is interoperable with the VA’s Integrated Funds Distribution, Control Point Monitoring, Accounting and Procurement (IFCAP) system. The government believes PAR Excellence is the sole provider of this system and its maintenance.

• PAR Excellence Weight-Based Inventory Management Systems (WBIMS) software.

• Maintenance and support services for the WBIMS.

• The system must be interoperable and interchangeable with current systems.

• Contract Type: Sole source, firm-fixed-price.

• This notice is not a request for competitive quotes.

• Any business believing it can provide the WBIMS, install its software, and provide authorized maintenance and support services may submit written notice.

• Supporting evidence must demonstrate the ability to comply with the requirements.

• All responses must include: company name, address, point of contact, phone number, System for Award (SAMs) Unique Entity Id Number (UEI), manufacturer authorization letter, authorized dealer, authorized distributor, or authorized reseller documentation.

• The government will consider responses, but the decision not to compete is at the government's discretion.

• Response Deadline: March 12th, 2026, by 11:00 AM EST.

• Market research indicates a sole source acquisition is appropriate due to potential duplication of cost or delay in patient care continuity.

Sources Sought Notice

This notice is for market research purposes to identify potential vendors capable of providing PAR Excellence Weight-based Inventory Management Systems (WBIMS) for the Fayetteville VAMC. The VA seeks to improve inventory tracking, reduce stock outages, and decrease costs compared to the current labor-intensive cycle counting method.

Potential vendors must be capable of supplying:

• Software License

• PAR Scale Products

• PAR Hardware Accessories

• Third Party Storage Purchases

• Implementation services

• An authorized letter from OEM PAR Excellence for the WBIMS system, installation, and implementation services.

• Interested vendors must submit:

  • Company name, address, point of contact, phone number, SAMs UEI, and DUN's Number.
  • List of available products and business size (small or large).
  • Confirmation of whether they are small business manufacturers or distributors of small business manufacturers.
  • A letter from the manufacturer if they are an authorized distributor/licenser.

• This is strictly market research; no questions will be entertained, and the government will not assume costs for response preparation.

• The VA is seeking information on business size classifications (HUBZone, 8(a), small, small disadvantaged, small veteran owned, or service-disabled veteran owned small business) relative to NAICS 333998 (Size Standard: 700 Employees).

• Priority will be given to Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses (SB) if the requirement proceeds to solicitation as a set-aside.

• If insufficient veteran-owned or small business responses are received, the action may be advertised as full and open competition.

• Responses must be received via email to Jonathan.Lamb@va.gov no later than January 30th, 2026, 02:00 PM EST.

• Telephone responses will not be accepted.
