This document provides responses to vendor questions regarding the Campus Propane Delivery opportunity.

• Drawings: The Government does not have drawings showing buried propane lines.
• Maintenance Responsibility: For latent defects, the contractor is only responsible for repairing the specific failed component, not complete replacement of existing underground infrastructure.
• Existing Tanks: Existing tanks are a mix of Government-owned and supplier-owned. The awarded supplier must either provide their own tanks or purchase existing ones from the current supplier.
• Historical Records: During the previous contract, tanks and supply lines were pressure tested annually.
• Non-Emergency Response Times: There are no defined response times for non-emergency maintenance or repair requests.
• Site Access: There are no escort requirements for delivery drivers. Deliveries can be made 24/7. Existing 1000-gallon tanks are secured with a padlock, and the combination will be provided to the awarded contractor.
• Existing Infrastructure Use: Awarded contractors are permitted to use existing tank pads, foundations, and utility connections if compatible with their equipment.

These clarifications provide specific details on the existing infrastructure, maintenance responsibilities, and site access, which bidders should consider when preparing their proposals.

Amendment / Modification

This amendment to Solicitation 36C24126Q0469 makes the following changes:

• Responds to Vendor Questions: Provides answers to vendor inquiries (see attached "Campus Propane Delivery _ Questions n Answers").
• Extends Response Due Date: The deadline for submitting quotes has been extended to Tuesday, June 2, 2026, at 5:00 PM EST.
• Incorporates New Clause: Adds FAR clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors (APR 2026)," in compliance with Executive Order 143984.
• Corrects General Information: Updates the "General Information" section to reflect that this is an "Open Market Solicitation."

This is a combined synopsis/solicitation for commercial propane delivery services for the VA Maine Healthcare System at Togus VA Medical Center. The government is seeking a qualified vendor to provide propane for heating, generators, cooling, and cooking needs.

• Service: Propane delivery to 14 locations on the VA Maine Healthcare System campus.

• Equipment: Vendor must provide appropriately sized tanks and install them, coordinating with the COR for minimal disturbance. All systems must be fully functional by the end of each day.

• Maintenance: Vendor is responsible for all required tank inspections, fuel lines to the regulator, and regulators. Repairs to failed, corroded, or broken lines/regulators (including excavation and restoration if underground) are at the vendor's cost.

• Monitoring: Vendor must install remote monitoring equipment for tank levels.

• Delivery: Vendor must ensure uninterrupted service by filling tanks proactively. Emergency deliveries must be filled within 24 hours.

• Reporting: Provide certification for each shipment detailing supplier name, delivery date, and volume per location. Invoices should be itemized by tank or broken down by tank.

• Spill Prevention: Submit a comprehensive Spill Prevention & Response Plan, including driver training certification and emergency communication protocols for spills of 10+ gallons.

• Estimated Usage: Approximately 33,000 gallons annually.

• Period of Performance: Base year with one (1) option year.

This document outlines the evaluation factors and approach for the "52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES" provision. The Government will issue a purchase order to the responsible quoter whose quotation is most advantageous, considering price and other factors.

The Government will use a comparative evaluation process, comparing quotations to determine the best benefit. The Government reserves the right to consider quotations other than the lowest price if they offer additional benefits. Quotations must meet minimum requirements, and alternate quotations are not requested or accepted.

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)". It tailors these instructions for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 within this solicitation.

• NAICS Code and Small Business Size Standard: Clarifies how these apply, especially for concerns that do not manufacture the end item, and references their location within the RFQ.
