Quick Summary

The Department of Veterans Affairs (VA), RPO EAST (36C24E), is seeking Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to provide Weekly Dry Ice Supply Services for the VA North Texas Healthcare System in Dallas, TX. This amendment extends the offer deadline and clarifies requirements for the supply of dry ice pellets for research protocols. Offers are due by April 30, 2026, at 4:00 PM Eastern Time.

Scope of Work

The contractor shall provide 500 lbs of dry ice in pellet form (approximately 1/2" – 1" in diameter) weekly, with 250 lbs delivered to each of two locations within the VA North Texas Healthcare System: Building 43 (Ground-level) and Building 1 – Clinical Research Unit (CRU) (3rd floor). This totals approximately 26,000 lbs annually. Deliveries are required every Tuesday between 9:30 AM and 12:00 PM Central Time. If Tuesday falls on a Federal Holiday, delivery will be made the following day.

The contractor is responsible for providing storage bins for the dry ice at each location, which can either be refilled weekly or exchanged. Dry ice delivered for refilling bins should be in standard industry packaging (bagged or boxed). The contractor must transport the dry ice from the delivery vehicle into the specified delivery locations, providing their own equipment (e.g., pallet jack, dolly) for this purpose. Pricing must include all ancillary costs, hazardous material costs, surcharges, and shipping (FOB Destination), including the cost for bin usage/rental.

Contract Details

This is a Firm-Fixed-Price contract with a base year and four 12-month option years, for a total potential period of 60 months (anticipated May 1, 2026, to April 30, 2031). The acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified and registered in SAM.gov at the time of offer and award. An Economic Price Adjustment (EPA) clause will be considered for option years due to potential volatility in CO2 or fuel prices.

Submission & Evaluation

Offers must be submitted electronically via email to millicent.covert@va.gov by April 30, 2026, 4:00 PM Eastern Time. The subject line of the email must reference solicitation number 36C24E26Q0032. Incomplete submissions, including failure to complete Blocks 15A-15C of the amendment and all instructions in the original solicitation, may be considered non-responsive. Award will be made to the responsible offeror with the lowest priced quotation that meets all salient characteristics and is both responsive and responsible.

Key Q&A

  • Deliveries to Buildings 43 and 1 are not dock accessible; dry ice must be moved into buildings via carts at ground level.
  • Interior delivery to both locations, including the 3rd floor of Building 1, is required. There is no dedicated freight elevator for Building 1.
  • No central check-in for dry ice deliveries; a Point of Contact (POC) will be provided after contract award.
  • No seasonal fluctuations in quantity are anticipated.
