Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial products and services to supply three (3) portable bulk oxygen trailers with appropriate 400-gallon reserve tank back-up systems to the Bedford VA Medical Center. The facility requires medical-grade liquid bulk oxygen.

• Supply and distribution of medical-grade liquid bulk oxygen.

• Provide three (3) temporary units with 400-gallon reserve tank back-up systems meeting NFPA 99 code standards.

• Tanks to be located at Bldgs 2, 4 & 78.

• Provide digital readouts or internet access for real-time telemetry readings at two (2) separate locations in Building 1.

• Contractor responsible for the system up to the connection point at the trailer.

• Provide total monthly tank rental cost and unit cost per Cubic Foot (CF) for an estimated annual requirement of 36,500 CF.

• Perform in-service training on refill procedures, maintenance, and alarm/low-pressure set-points.

• Provide 24/7 emergency contact information.

• Verify alarm set point testing and written verification per NFPA 99.

• Identify and report any code deficiencies in the existing system per NFPA 50, NFPA 55, and ANGI/CGA M-102018.

• Verify accuracy of all gauges on contractor-owned tanks.

• Provide, install, and maintain temporary bulk oxygen tank(s) with back-up systems.

• Ensure all contractor-furnished equipment is new, installed, inspected, and maintained.

• Install a telemetry monitoring satellite system.

• Deliveries are scheduled every 14 days on Wednesdays, or when the reorder point is reached.

• Provide a certificate of analysis with each delivery.

• Provide Material Safety Data Sheets upon request.

• Provide quarterly reports of delivery dates and amounts.

• Period of Performance: One Year – Estimated 05/01/2026 - 04/30/2027.
