Scope of Work
The contractor will be responsible for weekly and/or as-needed deliveries of medical-grade gas cylinders to the VA Maine Healthcare System in Togus, Augusta, and its CBOCs located in Bangor, Calais, Lewiston, Lincoln, Portland, Rumford, and Presque Isle. Deliveries must occur Monday-Friday, between 9:00 AM and 3:00 PM, excluding federal holidays. Key requirements include:
- Supplying compressed gases as per the attached Price Schedule.
- Ensuring cylinders are clean, full, and ready for immediate patient use.
- Responding to emergency service calls within 2 hours and non-emergency calls within 24 hours or the next business day.
- Providing onsite technical training for Clinical and Logistics staff upon request.
- Adhering to Infection Control Risk Assessment, security, privacy, and safety standards.
- Specific safety features for tanks and regulators are mandated, such as single-valve tanks, rupture disk relief valves, and 50 psi DISS outlets.

Submission & Evaluation
Offerors must submit a Firm Fixed Price Quote, a completed Limitation of Subcontracting form (VAAR 852.219-75), a technical capabilities proposal outlining compliance with the Statement of Work, and an acknowledgment of terms and conditions. Quotes should be clearly indexed and logically assembled. Evaluation will be based on Technical capability, Past Performance, and Price, using a comparative evaluation process (FAR 13.106-2(b)(3)). Award will be made to the responsible vendor whose quotation is technically acceptable and offers the lowest evaluated price to the Government. Offerors must be registered in SAM.gov and provide a Unique Entity Identifier (UEI).
