Scope of Work
The contractor will provide weekly and/or as-needed deliveries of medical-grade gas cylinders, including compressed gases listed in the attached Price Schedule. Deliveries must occur Monday-Friday, between 9:00 AM and 3:00 PM, excluding federal holidays. Key performance requirements include:
- Ensuring cylinders are clean, full, and ready for immediate patient use.
- Responding to emergency service calls within 2 hours and non-emergency calls within 24 hours or the next business day.
- Providing onsite technical training for Clinical and Logistics staff upon request.
- Complying with Infection Control Risk Assessment, security, privacy, and safety standards.
- Supplying tanks with specific safety features, such as single valves, rupture disk relief valves, and 50 psi DISS outlets.
- The contractor is responsible for providing all cylinders, except for VA-owned Dewars.

Submission & Evaluation
Offerors must submit a Firm Fixed Price Quote, a technical capabilities proposal, and a completed price schedule. Quotes should include a statement of agreement with all terms and conditions. Registration in the System for Award Management (SAM.gov) is mandatory. Award will be based on a comparative evaluation of quotations, considering Technical capability, Past Performance, and Price. The award will go to the responsible vendor whose quotation is technically acceptable and offers the lowest evaluated price. Crucially, the limitation on subcontracting clause has been removed.
Eligibility & Licensing
This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Prime SDVOSB contractors must hold federal and state of Maine licenses for wholesale distribution of medical-grade gases (regulated as prescription drugs) at the time of bid submission. These licensing requirements cannot be subcontracted, and evidence of licenses must be provided.
