Scope of Work

- Delivery, installation, and commissioning of 22 new commercially available cameras, servers, controls, and monitors.
- The entire system must be fully functional by September 1, 2026.
- Removal and disposal of all old analog devices, with removed materials to be placed in room 207 of building 15380.
- All supplies and services must be FIPS/Section 889 NDAA-compliant.
Technical Requirements
The system requires specific components and capabilities:
- Cameras: Indoor (5MP, 30x zoom, WDR), Indoor Panoramic/PTZ (5MP, 30x zoom, 360°), Outdoor PTZ (8MP, 36x zoom, 4000ft range, -40°F to +122°F, minimum 32x optical zoom, 300m IR illumination). Power over Ethernet (PoE) is required for cameras.
- NVR: FIPS-validated, minimum 64TB storage, rack-mount capability, supporting at least 30 days of continuous recording. A 32-channel NVR is sufficient.
- VMS: Per-channel licensing, centralized configuration, role-based access control, and future expansion support.
- Network: DISA-approved Managed Gigabit PoE+ switch with at least 24 PoE ports, and CAT5E cabling rated for arctic conditions.
- Power: 21 IEEE 802.3bt (90W) PoE injectors. Existing analog power lines must be capped off and made safe.
- Installation: Services must be performed by certified technicians, including physical installation, staging, configuration, programming, testing, full system commissioning, and administrator training.
- Warranty: A minimum 5-year manufacturer warranty and 5 years of firmware updates are required. The CCTV system will operate on its own standalone network and will not be integrated into any Government systems.
