Scope of Work
Contractors will provide a wide range of geospatial services, including:
- Remotely sensed data acquisition from manned airborne, uncrewed systems, vessel-based, and space-based platforms.
- Production of high-resolution topographic and geophysical data and map products.
- Extraction of hydrographic data from lidar, radar, and imagery.
- Quality assurance and quality control of geospatial data and products.
- Emergency acquisition and geospatial product generation for disaster response and recovery.
- Survey and control services, including cadastral surveying.
- Thematic mapping, GIS services, feature extraction, image manipulation, and metadata creation. All work must comply with ANSI/ISO/ASQC 9001:2015 quality standards. Key personnel must include licensed professional engineers, certified mapping scientists, certified photogrammetrists, or registered land surveyors.
Contract Details
- Contract Type: Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
- Period of Performance: Either a 5-year period or a base 12-month ordering period with four 12-month option periods.
- Estimated Total Value: $850,000,000.00 (maximum not-to-exceed threshold across all awarded IDIQs).
- Minimum Guarantee: $100,000.00 per IDIQ contract.
- Procurement Authority: Brooks Act and FAR 36.6.
Submission & Evaluation
This is a two-part process:
- Part I (Request for Qualifications - RFQ): Firms must submit SF330 Architect-Engineer Qualifications by January 30, 2026, 5:00 PM ET. Submissions should be emailed to GPSC5@usgs.gov.
- Evaluation Factors (descending order of importance): Past Performance, Specialized Experience and Technological Competence, Professional Qualifications, Quality Assurance and Quality Control, Project Management/Coordination, and Small Business Participation (for Large Businesses).
- Past Performance (Factor A): Requires CPARS reports or Past Performance Questionnaires (PPQs) for projects with a Period of Performance between January 1, 2016, and December 31, 2027. Every project listed in SF330 Section F must have either a CPARS rating or an accompanying PPQ. Individual PPQs are due by January 26, 2026, 5:00 PM ET.
- SF330 Formatting: Section F has no page limits for projects. Section H must be a separate electronic file, limited to 75 pages total, and address evaluation factors. Font size for general documents (tables, captions, infographics) shall be no less than 10pt Times New Roman, but SF330 Parts I and II can use default settings.
- Part II (Request for Proposal - RFP): Only pre-selected, highly qualified firms from Part I will receive an RFP.
Eligibility & Set-Aside
- Set-Aside: Partial Small Business set-aside. Open to all firms regardless of size.
- NAICS Codes: 541330 (Engineering Services, $25.5M size standard), 541360 (Geophysical Surveying and Mapping Services, $28.5M size standard), 541370 (Surveying and Mapping Services, $19M size standard).
- Small Business Goal: Large businesses must submit a subcontracting plan with a mandatory minimum 23% small business participation goal.
- Registration: Firms must be registered in SAM.gov.
- Restrictions: Federally Funded Research and Development Centers (FFRDCs) are not permitted to join a team.
