Scope of Work

The GPSC5 program requires comprehensive geospatial services, including remotely sensed data acquisition from various platforms (manned airborne, uncrewed systems, vessel-based, space-based). Key deliverables encompass high-resolution topographic and geophysical data, map products, hydrographic data extraction, quality assurance/quality control, emergency acquisition for disaster response, and survey/control services. Contractors must demonstrate the ability to manage multiple simultaneous projects of at least 1,500 square miles and comply with ANSI/ISO/ASQC 9001:2015 quality standards.

Contract Details

This will result in multiple IDIQ contracts, each with a period of performance of either five years or a 12-month base period with four 12-month option periods. The maximum not-to-exceed threshold for all awarded IDIQs combined is $850,000,000.00, with a minimum guarantee of $100,000.00 per IDIQ contract. Procurement is conducted under the Brooks Act and FAR 36.6.

Submission & Evaluation

This is a two-part process. Part I requires the submission of SF330 Architect-Engineer Qualifications by January 30, 2026, 5:00 PM ET. Only the most highly qualified firms from Part I will be invited to participate in Part II, a Request for Proposal (RFP). Evaluation factors for Part I, in descending order of importance, are:

  • A: Past Performance (CPARS or PPQ required for each Section F project, covering Jan 1, 2016 - Dec 31, 2027). PPQs are due by January 26, 2026, 5:00 PM ET.
  • B: Specialized Experience and Technological Competence.
  • C: Professional Qualifications (e.g., licensed professional engineers, certified mapping scientists, certified photogrammetrists, registered land surveyors).
  • D: Quality Assurance and Quality Control.
  • E: Project Management/Coordination.
  • F: Small Business Participation (for large businesses). SF330 submissions, including Section H as a separate attachment (max 75 pages), must be emailed to GPSC5@usgs.gov. All documents, including tables and infographics, must use a font size no less than 10pt Times New Roman, though SF330 Parts I and II may use default settings.

Eligibility & Set-Aside

This opportunity is open to all firms, with a Partial Small Business set-aside. The USGS anticipates awarding approximately six IDIQ contracts to large businesses and four to small businesses. Applicable NAICS codes include 541330 (Engineering Services, $25.5M), 541360 (Geophysical Surveying and Mapping Services, $28.5M), and 541370 (Surveying and Mapping Services, $19M). Large businesses must include a subcontracting plan with a mandatory minimum 23% small business participation goal.
