Notice of intent and proposals must be received by the National Park Service no later than 4:00 P.M. Mountain Time on the revised due dates listed above.
The Service recognizes the requirement for the Notice of Intent to Propose was listed only on this Prospectus Inside Cover and not clearly stated in the Sam.gov notice or on the Commercial Services Business Opportunities website. As a result, the deadline for the Notice of Intent to Propose is extended to August 6, 2025. Please send this to Erica_Harris@nps.gov. If you have already submitted a Notice of Intent to Propose and received confirmation from the Service, you do not need to resubmit.
Additionally, the Service recognizes interested entities are encountering technical difficulties when registering in the Microsoft Teams site to submit proposals. The Electronic Proposal Due Date is extended to August 8, 2025, and the Service encourages all entities to leave sufficient time in registering the site and submitting proposals.
As a result, the Service extends the deadline to receive a hard copy of the offeror’s transmittal letter to August 15, 2025. The mailing addresses are unchanged.

The National Park Service (NPS) provides notice of the release of a Prospectus to solicit proposals for the award of up to six (6) Concession Contracts (Nos. CC-ROMO003-26, CC-ROMO031-26, CC-ROMO032-26, CC-ROMO033-26, CC-ROMO034-26, CC-ROMO035-26) to provide instruction and guide services in technical rock climbing or ice climbing within Rocky Mountain National Park. The effective date of each of the Concession Contracts is expected to be January 1, 2026.
The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contracts. The Prospectus will be available at https://www.nps.gov/subjects/concessions/prospectuses.htm,
Preferred Offeror
The Director, pursuant to the terms of 36 C.F.R. Part 51, has determined that all the contracts described in this Prospectus are qualified contracts as outfitter and guide contracts. The Existing Concessioners of the following existing contracts are preferred offerors for new contracts: CC-ROMO031-16, CC-ROMO032-16, CC-ROMO034-16, and CC-ROMO035-16. If an Existing Concessioner submits a responsive proposal and that proposal is not selected as the best proposal, the preferred offeror designation allows it to match the terms of the best offer.
The Director, pursuant to the terms of 36 C.F.R. Part 51, has determined that CC-ROMO003-16 and CC-ROMO033-16 are not qualified concession contracts and therefore no preferred offeror for these contracts exists.
Site Visit
The Service will not conduct a site visit. Offerors are encouraged to visit the area to become familiar with physical conditions, trails, and limitations involved and become acquainted with the details requisite to operating services under the Concession Contract.

Submission of a Proposal
In order to be evaluated and considered for award of a Concession Contract, the Proposal, including that of the Existing Concessioner, must be received by the Commercial Services Program Lead, Interior Regions 6, 7, & 8, National Park Service by 4:00 p.m. Mountain Time on August 7, 2025.
