Scope of Work
The database will be utilized for A&E services across numerous states and territories, including Alabama, Alaska, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Nebraska, North Carolina, Oklahoma, Oregon, South Carolina, Tennessee, Texas, Virginia, Washington State, Puerto Rico, and U.S. Virgin Islands. Services may include, but are not limited to: replacements, bridges, roads, trails, surveying, construction inspection, dam design, laboratory and HVAC renovations, green building consultation, historic preservation, energy efficiency upgrades, small warehouse/office design, energy audits, renewable energy systems design, electrical systems review, drafting, facility condition assessments, geotechnical investigations, and environmental investigations.
Contract Details
This is a Call for Qualifications, not a solicitation for a specific project. Contracts awarded from this shortlist will be for A&E services with estimated total fees under $350,000. All acquisitions utilizing this database are Total Small Business Set-Asides. The shortlist operates on a three-year cycle; this call is for the 2026 period, with a new SF-330 submission required from all firms for the 2027 cycle. Existing firms on the 2024-2026 cycle need only re-certify their SF-330 and SAM.gov registration.
Submission & Evaluation
Firms must submit a complete SF-330 (Parts 1 & 2), Attachment A (A&E Submittal Cover Sheet), and a current SAM.gov registration. A cover letter outlining firm capabilities is also required. The SF-330 and cover letter should highlight expertise relevant to the listed project examples. Submittals are limited to the first 50 pages (excluding the cover letter, Attachment A, and SAM record). Submissions must be in PDF format and emailed to Cynthia.Granderson@usda.gov (cc: Steven.Alves@usda.gov) with the subject line: 12445124R0001 REV2_Company Name_SF330_Submittal.
The selection process follows FAR Part 36.602-5. Firms will be screened for minimal qualifications and added to the database. For specific projects, the top three most highly qualified firms will be identified, and discussions will be held to determine the best-qualified firm before requesting a price proposal. Design fees are subject to a 6% limitation of the Estimated Construction Cost for certain services.
