Scope of Work
This call for qualifications aims to build a database of pre-qualified A&E firms for future projects from May 1, 2026, through April 30, 2027. Services include, but are not limited to: replacements, bridges, roads, trails, surveying, construction inspection, dam design, laboratory repairs, HVAC upgrades, green building consultation, historic preservation, energy efficiency renovations, small warehouse/office design, energy audits, renewable energy systems design, electrical systems design, facility condition assessments, and environmental investigations. Projects will be located across numerous states and territories including Alabama, Alaska, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Nebraska, North Carolina, Oklahoma, Oregon, South Carolina, Tennessee, Texas, Virginia, Washington State, Puerto Rico, and U.S. Virgin Islands.

Submission Requirements
Firms must submit a complete package via email in PDF format. The submission includes:
- A Cover Letter (1 page, not included in 50-page limit) outlining firm specializations and capabilities.
- Attachment A - A&E Submittal Cover Sheet (2 pages, not included in 50-page limit) to select locations and NAICS codes.
- A copy of your current and active SAM.gov registration, ensuring all selected NAICS codes are listed.
- Attachment B - SF330, Parts 1 and 2 (50-page limit applies, including primary firm and partners/subcontractors).

Evaluation
The Short Selection Process follows FAR Part 36.602-5. Minimally qualified firms will be added to the database. For specific projects, the database will identify qualified firms, and a technical review will determine the three most highly qualified. Discussions will be held with these firms, and a price proposal will be requested from the highest technically rated firm. Geographic proximity and licensed professionals in the project state are key screening factors.
Additional Notes
Virtual Contractor Interface sessions were held on February 19, 2026, and March 19, 2026, to answer questions. Design fees for services cannot exceed 6% of the Estimated Construction Cost Amount, per FAR 15.404-4(c)(4)(i)(B). Existing firms on the 2024-2026 cycle need to recertify their SF330; new applicants should submit a complete package for 2026. All firms will need to submit a new SF330 for the 2027 cycle.
