A Request For Quotation (RFQ) for ISPM 15 Heat Treatment Certification and Kiln Inspections

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide an ISPM Certification Program that includes compliance and verification inspections at two separate heat treatment facilities to ensure compliance with ISPM 15 regulations. This includes physical audits of heat treatment sterilization programs for lumber to certify it as non-manufactured wood packing (NMWP) compliant with International Plant Protection Guidelines (IPPC).

• Furnish all personnel, labor, supplies, supervision, and equipment for heat treatment/kiln inspection services.

• Provide certification for heat treated (HT) and kiln dried heat treated (KDHT) lumber.

• Respond to and meet requirements set by the European Union (EU), US Department of Agriculture Animal and Plant Health Service (APHIS), and the International Plant Protection Convention (IPPC).

• Establish measures to reduce the risk of introduction or spread of quarantine pests associated with wood packaging material.

• Audit Services shall be performed 1 time per month at each Heat Treatment Facility.

• The contractor shall supply an audit report each month to the Contracting Office for each Heat Treatment facility.

• Heat treatment system (1) is located at Blue Grass Army Depot (BGAD), Richmond, KY.

• Heat treatment system (2) is located at Anniston Munitions Center (ANMC) in Anniston, AL.

• Contractor shall provide a contract manager responsible for performance coordination.

• Contractor shall provide names of all employees performing services and update information promptly.

• Contractor and employees must comply with all Depot regulations, federal, state, and local laws regarding environmental, health, and safety.

• Contractor vehicles must meet depot safety requirements and be equipped with approved fire extinguishers.

• Contractor must comply with specific safety provisions (AR 385-1 for BGAD).

• Employees must report accidents promptly to Security, the Contracting Officer, and their supervisor.

• Instructions will only be accepted from the Contracting Officer or their appointed designee.

• Contractor must comply with local rules and regulations, including passes/badges, hours of work, traffic, parking, insurance, highway barricades, safety, temporary structures, and fire prevention.

• Government-owned utility systems (water and electricity) will be available to the contractor without charge.

• Contractor must adhere to AMCR 385-100, Safety Manual, and Department of Labor Occupational Safety and Health Standards.

• Insurance requirements are in accordance with FAR Reference 52.228-5.
