Opportunity Overview
The goal is to continue the Department of Defense's capacity to deliver AST, enabling Service members to improve academic readiness for college-level course placement, reclassification, advanced training, and military advancement. The required solution is a web-based course that improves cognitive (math, English, science), metacognitive, and non-cognitive academic skills from basic through pre-college levels.
The course must be available 24/7, worldwide, to all active, reserve, and National Guard military members, with mobile app access for limited connectivity. It will feature personalized learning paths, instructional modules, and a range of diagnostic and summative assessments. Learner support includes an early warning system and mentor support, while VolEd workforce support provides learning modules, job aids, and administrative reporting. The contractor must leverage best practices from developmental education, learning science, and computer adaptive learning.

Proposal Submission
Offerors must submit proposals via email to the Contract Specialist and Contracting Officer by March 25, 2026, at 4:00 PM EST. Proposals should be submitted in four volumes: Business Information (no page limit), Technical Capability (50 pages), Past Performance (15 pages), and Price (no page limit). Questions regarding the solicitation are due by March 05, 2026, at 12:00 PM EST. Offerors must be registered in SAM.gov and acknowledge the "all-or-none" requirement. Pricing must be submitted using Attachment 6, covering the base period and all option years.
Evaluation Criteria
Award will be based on a Best Value/Trade Off assessment. Technical Capability is more important than Past Performance, and both combined are significantly more important than Price.
- Factor 1: Technical Capability: Evaluated on understanding PWS, technical approach, program management, staffing, and transition plan. Proposals rated "Unacceptable" will be ineligible.
- Factor 2: Past Performance: Evaluated on recency, relevancy, and quality. Proposals rated "No Confidence" will be ineligible. Offerors should ensure references complete the provided Past Performance Questionnaire (Attachment 5).
- Factor 3: Price: Assessed for reasonableness, including the base period, all options, and half of the FAR 52.217-8 option year four price.
Key Requirements
The system must achieve 98% availability and meet specific content distribution for cognitive skills (Math 40-50%, English 30-40%, Science 10-20%). Contractor personnel must be U.S. citizens, obtain DoD credentials (CAC), undergo a Tier 1 background investigation, and complete mandatory training.
