Quick Summary
The Department of the Air Force (ACC/A2) has issued a Commercial Solutions Opening (CSO) under 10 USC 3458 and R-DFARS 212.70 to solicit innovative commercial items, technologies, and services for the Air Force Intelligence Community (AF IC). This CSO seeks cutting-edge capabilities in areas like AI-driven predictive analysis, JADC2 integration, advanced sensing, and resilient cyber operations. The overall CSO is open until October 1, 2026.
Purpose & Scope
This CSO aims to accelerate the digital transformation of the AF IC enterprise by acquiring secure, scalable, and cutting-edge capabilities. Solutions must address efforts aligned with the IC mission, explicitly justifying how DoD elements support IC objectives if applicable. The focus is on bringing commercial innovation ready for integration, security, and rapid deployment.
Key Requirements
Solutions must be built upon the digital bedrock of the cloud computing ecosystem, incorporating:
- Zero Trust Architecture with robust Identity, Credential, and Access Management (ICAM) and micro-segmentation.
- Agile Risk Management Framework (RMF) for Authority to Operate (ATO), including security automation, continuous monitoring, and rapid, iterative accreditation via DevSecOps.
- Open Systems Architecture (OSA), adhering to standards like SOSA and OMS for interoperability and modularity.
Areas of Interest (Topics)
The CSO is interested in solutions across six key topics:
- Data, Artificial Intelligence, and Decision Dominance: AI-driven predictive analysis, human-machine teaming, commercial data integration, information operations.
- All-Domain Command & Control: JADC2, multi-domain operations battle management, digital twin for mission rehearsal.
- Resilient Cyber and Intelligence, Surveillance, Reconnaissance Operations: Advanced sensing, cyber threat intelligence, quantum-resistant cryptography, SIGINT modernization, cognitive EW.
- Foundational Digital Infrastructure: Multi-cloud abstraction, orchestration, and FinOps.
- Enterprise Wide Integration and Architecture Modernization: Data integration, discoverability, hardware/software modernization.
- Enterprise Asset and Lifecycle Management Improvements: Asset visibility, supply chain management, automated component identification.
Contract Details
This is an overarching umbrella solicitation. Specific Calls will be issued under this CSO, providing detailed instructions, dates, and evaluation criteria. Awards may be made as Contracts or Other Transaction Agreements (OTAs). Funding is not available at this time, and awards are subject to funding availability. The Government is not obligated to make any award.
Submission & Evaluation
This CSO is not requesting proposals at this time. Unsolicited proposals will not be accepted. Calls issued under this CSO will utilize a two-step process:
- Step One: Offerors submit a White Paper and Quad-Chart.
- Step Two: Invited Offerors submit a full proposal.
Eligibility & Set-Aside
Specific eligibility requirements will be stated in CSO Calls. Offerors must be registered in SAM.gov and possess a Unique Entity Identifier (UEI). Small businesses must demonstrate the ability to safeguard systems and data, with each Call specifying a Cybersecurity Maturity Model Certification (CMMC) level. There is no specific set-aside for the overall CSO, but small business participation is encouraged.
Additional Notes
Proprietary, classified, confidential, or sensitive information should not be included in responses. Price will be determined fair and reasonable per R-DFARS 212.7004. Offerors are responsible for monitoring SAM.gov for additional information and the posting of Open Call Periods.
