Quick Summary
The Department of the Air Force's ACC/A2 and Air Force Intelligence Community (AF IC) has issued a Commercial Solutions Opening (CSO), authorized by 10 USC 3458 and R-DFARS 212.70, to solicit innovative commercial items, technologies, and services. This CSO aims to accelerate the digital transformation of the AF IC enterprise, focusing on enhancing USAF mission capabilities and achieving Decision Dominance. Solutions are sought in areas such as AI-driven predictive analysis, Joint All-Domain Command and Control (JADC2) integration, advanced sensing, and resilient cyber operations. The overall availability for this CSO ends October 1, 2026.
Purpose & Scope
This umbrella CSO seeks cutting-edge commercial innovations ready for integration, security, and deployment to deter adversaries. It targets solutions that align with the IC mission, explicitly addressing how DoD elements support IC objectives if applicable. The focus is on agility, scalability, and speed in data-centric, software-defined, and AI-enabled systems. All acquired items, technologies, and services will be treated as commercial.
Key Requirements
Solutions must be built upon a cloud computing ecosystem, incorporating a Zero Trust Architecture with robust Identity, Credential, and Access Management (ICAM) and micro-segmentation. Adherence to the Agile Risk Management Framework (RMF) for Authority to Operate (ATO) is required, including security automation, continuous monitoring, and a strategy for rapid, iterative accreditation via DevSecOps for a continuous ATO (cATO). A commitment to Open Systems Architecture (OSA), adhering to standards like SOSA and OMS for interoperability and modularity, is also mandated.
Areas of Interest (Topics)
- Topic 001: Data, Artificial Intelligence, and Decision Dominance (e.g., AI-Driven Predictive Intelligence Analysis, Human-Machine Teaming, Commercial Data Integration, Information Operations)
- Topic 002: All-Domain Command & Control (e.g., JADC2 Data Integration, Multi-Domain Operations Battle Management)
- Topic 003: Resilient Cyber and Intelligence, Surveillance, Reconnaissance Operations (e.g., Advanced Sensing at the Edge, Advanced Cyber Threat Intelligence, Quantum-Resistant Cryptography, SIGINT Modernization, Cognitive EW)
- Topic 004: Foundational Digital Infrastructure (e.g., Multi-Cloud Abstraction, Orchestration, FinOps for C2E)
- Topic 005: Enterprise Wide Integration and Architecture Modernization (e.g., Data integration across phenomenologies, hardware/software modernization)
- Topic 006: Enterprise Asset and Lifecycle Management Improvements (e.g., Asset management visibility, supply chain improvements)
- Topic 007: Air Force Intelligence Community Risk Management and Cybersecurity (e.g., AI/ML for RMF reporting, near-real-time cybersecurity posture)
Contract Details
This is an overarching CSO. Specific "Calls" will be issued under this CSO, providing detailed instructions, dates, and evaluation criteria. Awards may be made as Contracts or Other Transaction Agreements (OTAs). Funding is not available at this time, and awards are subject to fund availability. The Government is not obligated to make any award.
Submission & Evaluation
This CSO does not currently request proposals. Unsolicited proposals will not be accepted. Calls issued under this CSO will utilize a two-step process:
- Step One: Offerors submit a White Paper and Quad-Chart for evaluation.
- Step Two: Invited Offerors submit a full proposal.
Eligibility & Notes
Specific eligibility requirements will be stated in CSO Calls. Small businesses must demonstrate the ability to safeguard systems and data, and each Call will specify a Cybersecurity Maturity Model Certification (CMMC) level. Offerors must be registered in SAM.gov and possess a Unique Entity Identifier (UEI). Proprietary, classified, or sensitive information should not be included in responses. Price will be determined fair and reasonable per R-DFARS 212.7004. Offerors are responsible for monitoring SAM.gov for additional information and the posting of Open Call Periods.
