Solicitation / RFP / RFQ

Statement of Work (SOW) / Performance Work Statement (PWS)

To strengthen access control to the USPFO-PR office, enhancing security by deterring and controlling authorized access while ensuring the safety of employees and premises.

• Provide all personnel, equipment, tools, materials, supervision, and quality control for Access Control System (ACS) installation services.

• Services to be performed at USPFO-PR Warehouse, Building 541, Fort Buchanan; and Buildings 769 and 770, Camp Santiago, Puerto Rico.

• Installation to be completed within 120 days of notice to proceed.

• Services to be provided Monday through Friday, 0800-1600, excluding recognized US holidays or government facility closures.

• ACS installations to be completed in phases: Phase 1 (documentation and materials delivery), Phase 2 (ACS and management server installation), Phase 3 (system testing, operational acceptance, QC, and training).

• ACS must provide two-factor authentication (CAC + PIN).

• ACS devices must comply with FIPS 201, current version 3.

• ACS software must be compatible with Windows 11 Enterprise and support at least 100 devices/readers.

• All ACS must perform at a 100% availability level.
