Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of the ATLAS Task Order 001 (TO 001) is to execute efficient and effective logistics and test support for the 704th Test Group programs throughout all critical testing and experimentation areas.

This task order requires the contractor to perform various services for the 704th Test Group, including:

• Procurements of equipment, services, and materials.

• Equipment service, maintenance, and repair.

• Material shipment to CONUS and OCONUS locations.

• Ad-hoc response to support mission requirements.

• Processing of metals and components.

• Procurement and provision of consumables and specialized materials.

• Development and management of an Online Workflow Management System (OWMS).

• Contractor personnel must comply with installation security and access control procedures.

• Routine physical access requires submission of personnel lists for processing.

• Unescorted access requires a background check.

• Weekly meetings to discuss contract execution, financial status, and successes.

• Biannual Performance Metrics Report (PMR) meetings.

• 95% of shipments must be delivered on or before the requested delivery date.

• OWMS must maintain peak availability of 99.5%.

• Period of Performance (PoP): Five (5) years from the date of award.

• Primary places of performance include Holloman Air Force Base (HAFB), High Energy Laser Support Facility (HELSTF), White Sands Missile Range (WSMR), and Wright-Patterson Air Force Base. Other locations in the United States, partner nations, or as directed are also possible.

• Compliance with all Defense Federal Acquisition Regulation (DFAR) requirements.

• Adherence to ITAR and export restrictions.

• Development and implementation of an OWMS with specific functionalities for request management, reporting, and security.

• Handling of classified information requires adherence to DD Form 254 and availability of at least one TOP SECRET cleared employee.

• OWMS must comply with DoD cyber security standards.

• Procurements

• Equipment service, maintenance, and repair

• Material shipment

• Ad-hoc response All performance activities will be captured using an Online Workflow Management System (OWMS).

• The contractor shall present adherence to contract requirements and performance metrics via biannual Performance Metrics Report (PMR) meetings.

• Ninety-five percent (95%) of shipments must be delivered on or before the requested delivery date.

• The OWMS must maintain peak availability of ninety-nine point five percent (99.5%).

• Period of Performance (PoP): Five (5) years from the date of award.

• Primary places of performance: Holloman Air Force Base (HAFB), High Energy Laser Support Facility (HELSTF), White Sands Missile Range (WSMR), Wright-Patterson Air Force Base. May also include other locations in the United States, partner nations, or as directed.

• Contractor personnel requiring access must comply with installation security and access control procedures and undergo background checks for unescorted access.

• Contractor program management team must be available for key meetings.

• A weekly meeting shall be held to discuss contract execution and deliverables.

• The contractor shall maintain effective communication with the COR and support teams.

• The ATLAS contract may involve handling of classified information, requiring at least one contract employee with a TOP SECRET security clearance.

Request for Information (RFI)

This RFI is issued by the 746th Test Squadron (TS) to identify potential sources interested in providing personnel, equipment, tools, materials, supervision, logistics, training, technical support, and other services necessary to conduct, manage, and maintain the Advanced Test and Logistics Assistance Services (ATLAS) Indefinite Quantity Contract. This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP).

• Personnel capable of obtaining a secret security clearance.

• Equipment, tools, materials, supervision, logistics, training, and technical support.

• Services to conduct, manage, and maintain EW Test Support and associated equipment as outlined in the draft Performance Work Statement (PWS).

• Companies must be registered in the System for Award Management (SAM).

• Responses are due no later than May 12, 2023, 13:00 CST.

• Responses shall be submitted via email only to tyler.payne.9@us.af.mil.

• Capability packages are limited to 10 pages.

• Proprietary information should be minimized and clearly marked.

• Company Information (Name, Address, POC, CAGE Code, DUNS, Business Size, Web Page).

• Statement of capabilities demonstrating skills, experience, knowledge, and capabilities in EW Test Support (limited to the past five years).

• Identification of key personnel.

• Business type (large, small, disadvantaged, HUBZone, etc.) based on NAICS 811310 or other proposed NAICS.

• Documentation regarding experiences and qualifications.

• Rough Order of Magnitude (ROM) estimate for cost.

• Description of company's experience in this market.

• Minimum and maximum dollar value for projects the firm would consider proposing for.

• Information needed to carry out the work and any assumptions required to bid.

• Time required for relocation and assembly efforts.

• Questions received after May 6, 2026, 1300 CST are not guaranteed to be answered.

• All submissions become Government property and will not be returned.

• Costs incurred in responding to this RFI are at the interested party's expense.

• Not responding to this RFI does not preclude participation in any future RFP.
