For each project, GSA will conduct discussions with at least three firms, rank the top three, and request a price proposal from the highest-ranked firm. All acquisitions from this list will be set-aside for small business concerns unless a waiver is obtained.
Scope of Services
GSA will use this list to award AE contracts for repair and alteration projects within existing buildings. The estimated cost of construction at award (ECCA) could range from $2,000 to $3.961M. Services include, but are not limited to:
- Core Project Life Cycle Services: Planning, pre-design, assessment, investigation, design, documentation, construction support, and closeout.
- Specialized Technical & System Design: Mechanical, Electrical, Plumbing (MEP), building structure and envelope, safety, security, and compliance.
- Required AE Disciplines: Architecture, Interior Architecture, Mechanical, Electrical, Structural, Civil, Plumbing Engineering, Historic Preservation, Fire Protection Engineering, Security, Space Planning, Cost Estimating, Scheduling, Environmental Services, BIM, and Quality Control.
Firms must have NAICS code 541310 (Architectural Services, $12.5M size standard) and/or 541330 (Engineering Services, $25.5M size standard).
Submission Requirements
Submit a complete package as a single PDF document, no larger than 20MB and no more than thirty (30) pages, via the online "Short Selection List - Submission Form". Do not submit proprietary information. The package must include (in order):
- Cover Letter: Outline firm's specializations and capabilities.
- SAM Entity Overview Print Out: Active SAM registration is required.
- Standard Form 330 (SF330): This form details contract-specific qualifications (Part I) and general firm qualifications (Part II), including key personnel, example projects, and experience profile.
- List of Licensed Professionals: Include states of licensing for each.
This shortlist is for the Architecture or Engineering Prime only; consultants are not part of this selection process.
Evaluation Criteria
Submissions will be evaluated based on:
- Relevant Project Experience: Minimum of three (3) to five (5) comparable projects demonstrating repair/alteration work, building system upgrades, historic preservation (especially classical architecture), and workplace design. ECCA for comparable projects should generally range from $50,000 to $3.961M. Emphasis on breadth of scope, specialized expertise (occupied buildings, historic preservation, system upgrades, workplace design), and creative problem-solving.
- Team Capacity, Management, and Quality Control: Ability to manage task orders, sub-consultants, customer agencies, and formalized quality control processes.
- Key Personnel Education and Qualifications: Licensing and specialized expertise (e.g., Qualified Fire Protection Engineer).
- Past Performance: Include CPARS (up to 3 most recent records) if available; lack of government experience will not negatively impact selection.
