This amendment modifies Solicitation H9229526QE004, originally dated January 28, 2026. The primary changes are:

• Increase in Snowmachines: The total number of snowmachines required has been increased from 5 to 7.

• Clarification on Snowmachine Capability: The amendment specifies a need for a snowmachine with capabilities similar to the Lynx Brutal, emphasizing a requirement for a deep snow crossover/utility and trail riding machine. A minimum 850cc engine is required due to the intended use of pulling heavy sleds in varying snow conditions and terrain. Potential alternative models mentioned include the Ski-doo Expedition Xtreme 850, Ski-doo backcountry x 850, and Polaris Switchback/Titan crossover 850.

• Line Item 0001 (Supplies or Services & Prices or Costs): The quantity for "Snowmachine and Trailer Rental" has been updated from 5 snowmachines to 7 snowmachines. The quantity for trailers remains 2.

• The effective date of this amendment is February 2, 2026. Bidders must acknowledge this amendment prior to the specified offer receipt deadline. Failure to acknowledge may result in offer rejection. If a bidder wishes to change an offer already submitted, the change must be made via letter or electronic communication referencing the solicitation and amendment numbers, and must be received before the opening hour and date.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the lease of five (5) snowmachines and two (2) accompanying trailers, essential for personnel to conduct operations in the vicinity of ColdFoot, Alaska, during the winter season.

• Provide five (5) commercially manufactured snowmachines and two (2) trailers suitable for transporting the snowmachines.

• Equipment must be in excellent operating condition, fully serviced, and ready for immediate use upon delivery.

• Period of Performance: February 15, 2026, to March 10, 2026.

• Place of Performance: In and around ColdFoot, Alaska. Specific delivery location to be coordinated with Government POC.

Snowmachines (5 units):

• Suitable for groomed trails and off-trail use in deep snow (civilian equivalent of Brutals/Shredder).
• Must have electric start, reverse, and heated handgrips.
• Capable of carrying at least one driver and one passenger.
• Must be fully operational, mechanically sound, and road-worthy.

Trailers (2 units):

• Capable of transporting civilian equivalent of Brutals/Shredder model snowmachines.

• Must be in good working order with functional lights and properly inflated tires.

• Must be properly licensed and registered for use on public highways.

• Maintenance: Contractor is responsible for all routine and preventative maintenance.

• Fuel: Snowmobiles will be delivered with a full tank of gasoline.

• Insurance: Contractor shall maintain adequate insurance for all provided equipment.

• Delivery: To the specified Place of Performance on or before the start of the Period of Performance.

• Return: To a mutually agreed-upon location at the end of the lease period.
