This document is a combined synopsis/solicitation for commercial items for the AFD Visitor Center Remodel. It serves as the only solicitation, and a separate written solicitation will not be issued. • Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on the following factors:

  • Relevant Experience (demonstrated capability in similar scope, size, complexity)
  • Past Performance (five (5) relevant contracts within the last five years, using Attachment 8)
  • Technical Approach (assessment of proposed approach, timeline, skills, logistics)
  • Price (fair and reasonable evaluation per FAR 12.204)

• This acquisition is a Total Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remodel the Aerial Fire Depot's Visitor Center, implementing and constructing a specified design.

• Deconstruct and store an existing fire lookout.

• Perform exterior landscaping, including irrigation and plant removal.

• Complete interior and exterior building remodeling, including bathrooms, basement, walls, lighting, accessibility, façade, and an optional entry sign.

• Execute all associated electrical, mechanical, and plumbing tasks.

• Project Location: 5765 W. Broadway, Building E, Missoula, Montana, near the airport.

• Partial Notice to Proceed: June 6th (for submittals and material ordering).

• Notice to Proceed: October 1st, 2025.

• Expected Completion Date: March 31st, 2026.

• Construction Period: 6 months.

• Work Hours: Monday-Friday, 7:00 AM to 5:00 PM, excluding Federal Holidays.

• A written and approved safety plan is required before commencing work.

• Contractor must provide adequate safety briefings and ensure safe practices.

• Contractor's representative must be designated in writing and approved by the Contracting Officer.

• Contractor must visit the job site, verify dimensions, and report discrepancies.

• Adherence to all OSHA safety regulations is mandatory.

• A pre-construction conference will be held after Notice to Proceed.

• Contractor is responsible for locating and maintaining existing utilities.

• A staging plan for staging areas and access maintenance is required.

• Vehicle access on the road may be blocked during construction.

• Government-furnished property includes the building and appurtenances; contractor provides all other equipment.

• Wage Rate Requirements (Construction) apply, with minimum wages and benefits as stated in the Wage Decision and Executive Order 13658.
