Scope of Work
The contractor will provide all management, labor, equipment, and materials for comprehensive cleaning of buildings 1210, 1212, and 1214, and associated exterior areas. Key tasks include:
- Exterior Cleaning: Pressure washing approximately 48,845 sq ft of exterior walls/fences (up to 44 ft high), cleaning 13,818 sq ft of exterior windows, cleaning 1,233 linear feet of gutters, 1,410 linear feet of downspouts, and pressure washing 20,000 sq ft of sidewalks. A "soft wash" method is required for exterior surfaces.
- Interior Cleaning: Cleaning interior windows, walls, baseboards, and stairwell glass in lobby, foyer, breezeway, and hallway areas. This includes high-reach cleaning of four large (4 ft diameter, 28 ft high) hanging light fixtures in Building 1210's lobby.
- Mechanical Yard: Pressure washing of exterior walls/fences. The government will furnish water for pressure washing.
Contract Details & Requirements
- Contract Type: Firm Fixed Price (FFP), single award expected.
- Period of Performance: 60 calendar days from award (estimated June 1 to July 31, 2026).
- Set-Aside: 100% Total Small Business Set-Aside (FAR 19.5).
- Work Hours: Normal hours are Monday-Friday, 0730-1630. Interior work may be performed on weekends with 48-hour notice. Exterior work may be performed on weekends or after normal hours, requiring unescorted base access (7-10 day processing).
- Environmental & Safety: All cleaning chemicals must be approved by Tyndall AFB Environmental Flight, with MSDS submitted. A spill prevention, containment, and disposal plan is required for non-biodegradable chemicals. Contractors must safeguard government property and vegetation, documenting existing conditions, and are liable for any damage.
- Security: Personnel require a Local Files Check, DD 1172, Background Affidavits, and DBIDS cards for installation access.
- Wage Determination: Service Contract Act Wage Determination 2015-4559 Rev. 31 for Bay County, FL, applies.
- Bonds: Bid, performance, and payment bonds are not required.
