Purpose & Scope of Work

This Request for Quotes (RFQ) seeks a contractor to provide comprehensive one-time interior and exterior cleaning services for the CONR-AFNORTH (1AF) Complex, specifically Buildings 1210, 1212, and 1214. The scope includes:

  • Interior Cleaning: Windows, walls (up to 60 inches), and four high-reach light fixtures (approx. 28 ft high) in Buildings 1210 and 1212.
  • Exterior Cleaning: Pressure washing of exterior walls/fences (approx. 48,845 sq ft, up to 44 ft high), windows (approx. 13,818 sq ft), gutters (1,233 LF), and downspouts (1,410 LF) for all three buildings.
  • Sidewalk Cleaning: Pressure washing approximately 20,000 sq ft of sidewalks around the buildings. The contractor must provide all labor, equipment, and materials.

Contract & Timeline

Eligibility & Evaluation

This is a Total Small Business Set-Aside. Proposals will be evaluated based on Price and Technical Approach. The Technical Approach must demonstrate an adequate plan for high-reach and exterior execution, safety and HAZMAT plans, and a schedule for completing tasks within the 60-day performance period. Merely restating PWS requirements will result in an unacceptable rating.

  • Proposal Submission: Two volumes are required: Volume 1 (Price) and Volume 2 (Technical Approach, limited to 7 pages excluding cover/table of contents).

Key Requirements & Clarifications

  • Personnel & Security: Requires base access processing (up to 1 week). For contracts under six months, unescorted base access will be obtained via a Commander's Letter instead of DBIDS credentials. Employee information (names, SSNs, security clearance levels) must be submitted.
  • HAZMAT: All cleaning chemicals require approval from the Tyndall AFB Environmental Flight, including submission of Material Safety Data Sheets (MSDS). Use of Class I Ozone Depleting Substances is prohibited.
  • Payment: A single firm-fixed-price payment will be made after all work is completed and accepted; no progress payments are allowed.
  • Subcontracting: Permitted, provided subcontractors meet small business eligibility criteria.
  • Government Furnished: Utilities (electricity, water, sewage, telephone) will be provided; no other government-furnished property or facilities. Offerors must account for supplemental water costs if residential pressure is insufficient for commercial pressure washing.
  • Work Hours: Normal hours are Mon-Fri, 0730-1630. Interior work may occur on weekends with 48-hour notice. Exterior work may be performed on weekends/after hours.
