This Broad Agency Announcement (BAA) from the Air Force Research Laboratory, Munitions Directorate (AFRL/RW) seeks research proposals for "Air Delivered Effects." • A SECRET facility clearance and SECRET safeguarding capability may be required.

• Offerors must comply with export control regulations (ITAR/EAR) and may need to submit a certified DD Form 2345.

• Non-US Citizen contractors may require specific approvals.

• Data rights and software assertions are required, with a preference for Unlimited Rights for Government-funded development.

• The BAA is open for 5 years from the posting date or until amended/superseded.

• Awards will generally be Cost Plus Fixed Fee (CPFF), but other contract types may be negotiated.

• The cumulative amount anticipated for awards under this BAA is $750,000,000.

• This is a "Two-Step Open BAA" for white papers only. Formal proposals will only be requested from those whose white papers are favorably evaluated.

• White papers are due by the BAA posting date or until amended. For "Call BAA" opportunities, specific due dates will be in the Call announcement.

• White papers should be 5 pages or less and submitted via email to afrl.rwk.baaworkflow@us.af.mil.

• Evaluation of white papers will be based on an integrated assessment of technical merits/feasibility and potential contributions, and ROM/schedule commensurate with the technical approach.

• Proposals invited for further consideration will be evaluated on technical approach, cost proposal preparation, and proposal risk assessment.

• This is an unrestricted solicitation.

• Small businesses are encouraged to propose on all or any part of this solicitation.

• Foreign-owned offerors are subject to foreign disclosure review procedures.

• Offerors should consult with the technical Point of Contact (POC) for the specific research area before submitting a white paper.

• Offerors should monitor sam.gov and grants.gov for amendments and specific "Call" announcements.

• Multiple white paper submittals to varying research areas are allowed.
