Contract & Timeline

Submission & Evaluation

This is a Two-Step Open BAA.

  1. White Papers: Accepted at any time during the open period. They must be 5 pages or less and submitted via email to afrl.rwk.baaworkflow@us.af.mil. White papers are evaluated on technical merits/feasibility, potential contributions, and ROM/schedule.
  2. Formal Proposals: Only invited from those whose white papers are favorably evaluated. Requests for Proposals (RFPs) will be issued for these. Invited proposals will be evaluated on technical approach, cost proposal preparation, and proposal risk assessment. Offerors must continuously monitor sam.gov and grants.gov for amendments and specific "Call" announcements, which will detail specific research areas and deadlines.

Key Requirements & Attachments

A SECRET facility clearance and SECRET safeguarding capability may be required. Offerors must comply with export control regulations (ITAR/EAR) and may need to submit a certified DD Form 2345. Non-US Citizen contractors may require specific approvals. Required attachments include the SF-424 Application for Federal Assistance (Appendix 1), a Security Program Questionnaire (Appendix 2), a Research and Related Senior and Key Person Profile Worksheet (Appendix 3), and the AFRL Privacy Act Statement (Appendix 4). Offerors must also review and comply with Section K Representations and Certifications.
