Solicitation / RFP / RFQ

This Commercial Solutions Opening (CSO) is issued by the Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance (ISR) and Multi-Domain Innovation (CM) Division. The purpose is to solicit proposals for innovative technologies and services that meet AFCO/CM's mission, focusing on Electromagnetic Warfare (EW), Information Operations (IO), and electromagnetic digital communications. The goal is to leverage mature technologies in novel ways for field demonstrations within approximately one year, or to acquire innovative services.

• Focus on "innovative" technologies, processes, or methods that are new as of the proposal submission date, or new applications of existing technologies.

• Submissions should address specific technology topics detailed in Attachment 6, including EW (attack, support, protection), IO (affecting decision-making), electromagnetic digital communications (universal access, affecting signals), and multi-domain innovation (integrated effects across domains).

• Proposed projects should support open architecture approaches (e.g., SOSA, OMS/UCI) where applicable, or provide justification if not.

• Projects should be at a maturity level enabling assessment of viability and technical feasibility for a field demonstration within a year, or provide justification for longer timelines.

• Awards will be in the form of contracts or Other Transactions (OT) under 10 U.S.C. §2371b.

• Funding is intended for Fiscal Year 2024/2025 with periods of performance ranging from 1-5 years.

• Individual contracts are expected to be funded between $50,000 - $50,000,000, with proposals over $15,000,000 requiring phased options for incremental funding.

• The CSO uses a two-phased submission process:

  • Phase I: Requires Quad Charts (Attachment 1) and White Papers (Attachment 2). Submissions are accepted any time prior to September 30, 2024. Evaluation is based on technical merit/applicability, importance to AFCO/CM mission, and fund availability (all factors of equal importance).
  • Phase II: Invited Offerors will receive a Request for Proposal (RFP) with separate submission instructions and timelines. Proposals will include a Statement of Work (SOW) and detailed pricing.

• Evaluation for Phase II proposals will be based on technical merit, importance to agency programs, and fund availability.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must be considered responsible and have a satisfactory performance record.

• No specific set-aside requirements are mentioned.

• All coordination and communication will be conducted via the Beta.Sam.Gov website.

• Administrative questions should be directed to the Contracting Office POCs; technical questions to the Technical POC.

• Unclassified white papers are encouraged.

• Classified submissions require adherence to specific handling procedures.

• Offerors are advised that only Firm Fixed Price (FFP) or Fixed Price Incentive (FPI) contracts may be awarded.
