Quick Summary

The Department of Defense / Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance (ISR) and Multi-Domain Innovation (CM) Division has issued a Commercial Solutions Opening (CSO) to solicit innovative technologies and services. This CSO seeks solutions in Electromagnetic Warfare (EW), Information Operations (IO), and electromagnetic digital communications. The goal is to leverage mature technologies in novel ways for field demonstrations within a year or to acquire innovative services. Phase I submissions are accepted on a rolling basis until September 30, 2026.

Scope of Work

AFCO/CM is looking for novel material approaches or innovative services that address specific topics outlined in Attachment 6. Key areas include:

  • EW data fusion, advanced signal processing, AI/machine learning, and cognitive EW.
  • Information operations decision-making.
  • Universal access to electromagnetic digital communications.
  • Multi-domain innovation and integrated effects across domains. Proposed projects should support open architecture approaches (e.g., SOSA, OMS/UCI) or provide justification otherwise. Prototypes or solutions must be mature enough for viability assessment and field demonstration within approximately one year.

Contract Details

Awards will be in the form of contracts or Other Transactions (OT) under 10 U.S.C. §2371b. Periods of performance are expected to range from 1 to 5 years. Individual contracts are anticipated to be funded between $50,000 and $50,000,000, though these are not strict limits. Proposals exceeding $15,000,000 may require phased options for incremental funding. Only Firm Fixed Price (FFP) or Fixed Price Incentive (FPI) contracts may be awarded.

Submission & Evaluation

This CSO utilizes a two-phased submission process:

  • Phase I: Requires submission of Quad Charts (Attachment 1) and White Papers (Attachment 2). These are evaluated based on technical merit/applicability, importance to the AFCO/CM mission, and fund availability, with all factors being of equal importance. Submissions are accepted on a rolling basis.
  • Phase II: Full proposals will be requested only from selected Phase I offerors, with a 30-day submission window. Phase II proposals must include a Statement of Work (SOW) and detailed pricing. Evaluation for Phase II will focus on technical merit (per Attachment 7), importance to agency programs, and fund availability.

Eligibility & Set-Aside

There are no specific set-aside requirements for this opportunity. Offerors must be registered in the System for Award Management (SAM.gov) for Phase II and must be considered responsible with a satisfactory performance record.
