Purpose & Scope
The Enterprise CSO will provide a framework for issuing competitive Spirals to solicit innovative solutions. "Innovative" is defined as any new technology, process, method, or a new application of an existing one. The DRAFT CSO outlines broad technological domains, including Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain Technologies (detailed in Attachment 1).
Contract Details
Resulting awards from future Spirals will be FAR Part 12 fixed-price type contracts or 10 USC 4022 Other Transactions for Prototype (OTP). The CSO will be active indefinitely for Spirals and updated annually. Foreign participation is not authorized.
Submission & Evaluation (for this notice)
Industry is invited to provide comments, questions, and suggestions on the DRAFT CSO package. Feedback must be captured using the attached Comment Resolution Matrix (CRM) and submitted via email to Ms. Amber Taylor at AFRL.CSO.Mailbox@us.af.mil with the subject line: "AFRL Enterprise Draft CSO Feedback".
Future Spiral Submission & Evaluation
Future Spirals will follow a Two-Step process:
- Step One: Submission of a Commercial Solutions Brief (CSB), including a PowerPoint briefing and White Paper (Attachment 2 template provided).
- Step Two: Selected offerors will be invited to submit a Commercial Solutions Proposal (CSP), requiring a technical proposal, price proposal, and Statement of Work (SOW) (Attachment 3 template provided).
Evaluation for CSBs will focus on Technical Merit and Applicability, and Funding Availability. CSPs will be evaluated on Technical Merit and Applicability, Importance to Agency Programs, Price, and Funding Availability (all of equal importance).
Eligibility & Security Requirements
Offerors must be registered in SAM.gov and considered responsible. For OTPs, specific eligibility criteria apply, including participation by nontraditional defense contractors or small businesses. Foreign firms are not permitted to participate. All proposals will require a Security Risk Review for Senior/Key personnel and "Covered Individuals," necessitating submission of a Research and Related Senior and Key Person Profile Worksheet (Appendix 3), Security Program Questionnaire (Appendix 2), and a Privacy Act Statement consent form (Appendix 4).
