- Cyberspace/Electronic Warfare Domain Technologies

- Basic Research Technologies Solutions should address requirements, close capability gaps, or provide technological advancements.
Contract Details
- Type: Resultant awards will be FAR Part 12 fixed-price type contracts (including fixed-price incentive) or 10 U.S.C. § 4022 Other Transactions for Prototype (OTP). OTPs may lead to follow-on production agreements.
- Set-Aside: No specific set-asides are anticipated. While open to all, OTPs have specific eligibility criteria for nontraditional defense contractors or small businesses.
- Foreign Participation: Not authorized. Firms under foreign ownership, control, or influence (FOCI) are not permitted.
- Funding: Awards may be incrementally funded.
Submission & Evaluation
Spirals will specify submission instructions, dates, and evaluation criteria. They can be One-Step (requiring a Commercial Solutions Proposal - CSP) or Two-Step (requiring a Commercial Solutions Brief - CSB, followed by a CSP for selected offerors).
- CSB (Step 1): Consists of a PowerPoint briefing (max 7 slides) and a White Paper (max 5 pages).
- CSP: Includes a Cover Sheet, Technical Proposal, Price Proposal, Statement of Work (SOW), and additional content like Small Business Subcontracting Plans (for large businesses), Science and Technology Protection (S&TP) Appendices, Organizational Conflict of Interest (OCI) analysis, Responsibility self-assessment, and Data Rights assertions.
- Evaluation Factors:
- CSB: Technical Merit and Applicability, Funding Availability (equal importance).
- CSP: Technical Merit and Applicability, Importance to Agency Programs, Price, Funding Availability (equal importance).
- Security Requirements: Proposals must include a Research and Related Senior and Key Person Profile Worksheet (Appendix 3), Security Program Questionnaire (Appendix 2), and Privacy Act Statement (Appendix 4) for covered individuals. Security Risk Reviews will be conducted.
