Purpose & Scope

The AMAC vehicle aims to provide agile, rapid, and efficient S&T development to advance the state-of-the-art for the U.S. Air Force and Space Force. It will establish a streamlined acquisition vehicle for AFRL-wide unclassified S&T requirements. The scope of work includes a broad range of S&T research such as basic and applied research, data science and analytics, technology development, digital architecture (Model Based Systems Engineering), modeling and simulation, manufacturing and fabrication, experimentation, integration, demonstration, and technology transition. Key technical areas of interest span Air Domain, Space Domain, Cyberspace/Electronic Warfare Domain, and Cross-Cutting Domain Technologies. This vehicle is not intended for Consulting or Advisory and Assistance Services.

  • Type: Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ)
  • Value: Estimated maximum $10,000,000,000.00 across all contracts.
  • Period of Performance: A 5-year base ordering period plus three 1-year option periods.
  • Contract Types: Delivery/Task Orders may utilize various contract types, including Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF).
  • Minimum Guarantee: A minimum of $500 is guaranteed to each awardee upon issuance of AMAC contracts.

Eligibility & Set-Aside

  • Competition: Full and Open Competition, with separate pools for "Unrestricted" (all offerors) and "Small Business" offerors.
  • Eligibility: Any entity, including large businesses, small businesses, joint ventures, universities, and non-profits, can compete. Only U.S. companies (or DSS-approved U.S. subsidiaries of foreign-owned companies) will be considered for prime awards. Foreign participation is not authorized for prime contractors.
  • Small Business Participation: A Small Business Participation Commitment Document (SBPCD) is mandatory for all offerors. A Small Business Subcontracting Plan is required for award, with specific goals including Small Business (33%), Small Disadvantaged Business (12%), Women-Owned Small Business (8%), Service-Disabled Veteran Owned Small Business (5%), and HUBZone (1%). Individual task orders may be set aside for competition among qualified small businesses.

Submission & Evaluation

  • Evaluation Factors: Proposals will be evaluated based on two factors:
    1. Technical Experience: Demonstrated prime contractor experience in AFRL Areas of Interest (Air, Space, Cyberspace, and Cross-Cutting Technologies). Offerors must achieve a minimum cumulative score of 1,000 points.
    2. Small Business Participation Commitment Document (SBPCD): Evaluates the offeror's commitment to small business utilization.
  • Award: Awards will be made to all qualifying offerors who are responsible, conform to solicitation requirements, and are rated "Acceptable" for both factors. The Government intends to award without discussions but retains the right to hold them if necessary.
  • Required Documents: Offerors must utilize the "Attachment 2 Proposal Response Guide.xlsx" for templates related to company information, past performance, self-scoring, and the SBPCD.
