Purpose & Scope

The AMAC vehicle aims to provide AFRL with agile and responsive access to qualified contractors for unclassified S&T requirements. The scope includes basic and applied research, data science, technology development, digital architecture, modeling and simulation, manufacturing, experimentation, integration, demonstration, and technology transition to military capabilities. Technical areas of interest span Air Domain, Space Domain, Cyberspace/Electronic Warfare Domain, and Cross-Cutting Domain Technologies.

Contract Details

This is a Multiple Award IDIQ contract with a maximum combined value of $10 billion. It features a 5-year base period and three (3) one-year option periods. Task orders may be Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), or other types. A minimum of $500 is guaranteed to each awardee. The NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)) with a 1,000-employee size standard.

Eligibility & Set-Aside

This is a Full and Open Competition with a partial set-aside structure, establishing both an Unrestricted Pool and a Small Business Pool. Any entity (large, small, JV, university, non-profit) can compete. Offerors must be U.S. companies for prime awards, and Joint Ventures must consist of all U.S. companies. Foreign-owned or influenced companies are not permitted as primes. Offerors must select one pool (Unrestricted or Small Business) for their submission.

Evaluation Factors

Proposals will be evaluated on two factors:

  • Factor 1: Technical Experience: Offerors must demonstrate prime contractor experience in AFRL's Areas of Interest (Air, Space, Cyberspace, Cross-Cutting Domains) and achieve a minimum cumulative score of 1000 points. Only experience from the specific CAGE code of the prime offeror, documented by formal "Requirements Documents" (SOW, PWS, SOO, Section C), will be considered.
  • Factor 2: Small Business Participation Commitment Document (SBPCD): All offerors must submit an SBPCD, which is a distinct evaluation factor. An "Acceptable" rating in both factors is required for award. The Government reserves the right to award without discussions.

Submission Requirements

Proposals are due by February 27, 2026, at 5:00 PM EST. Submissions must be made electronically via the Enterprise Portal (acqbot.us). Offerors must acknowledge amendments by completing Blocks 8 and 15 of the attached SF30 and including it in their proposal. A PowerPoint guide for portal submission is available.
