Purpose & Scope
This DRAFT solicitation is for market research and planning purposes, not a formal Request for Proposal (RFP). AFRL is actively seeking industry input to refine and finalize the solicitation. The AMAC IDIQ will cover a broad range of S&T research requirements, including basic and applied research, data science, technology development, digital architecture, modeling and simulation, manufacturing, experimentation, integration, and technology transition. Key technical areas span Air, Space, Cyberspace/Electronic Warfare, and various Cross-Cutting and Basic Research domains.
Contract Details
The AMAC will be a Multiple Award IDIQ contract with an initial 5-year ordering period and three 1-year options. While the contract vehicle itself does not have specific funding, it will rely on inter-agency and outside agency funding. It is not intended for Consulting or Advisory and Assistance Services (A&AS). All delivery orders/task orders will be unclassified, with security and data rights addressed at the individual order level. The Government reserves the right to re-open competition to add contractors during the contract term.
Eligibility & Set-Aside
This opportunity is open to U.S. companies only as prime contractors, with specific provisions for Joint Ventures and foreign-owned companies approved as U.S. subsidiaries. Foreign firms or U.S. companies under Foreign Ownership, Control, or Influence (FOCI) are not permitted to participate. The primary NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a 1000-employee size standard. While awards will be made under unrestricted competition, small business participation is a key factor. Offerors must submit a Small Business Participation Commitment Document (SBPCD) and, if applicable, a Small Business Subcontracting Plan. The Government may establish small business pools and set aside task orders for competition among pool members.
Evaluation Factors (for future solicitation)
Future proposals for the AMAC IDIQ will be evaluated based on two main factors:
- Factor 1: Technical Factor (Subfactors: S&T Maturation, Area of Interest Proficiency)
- Factor 2: Small Business Factor (Subfactors: Small Business Participation Commitment Document, Small Business Sub-Contracting Plan) Offerors must receive an "Acceptable" rating in each factor to be considered for award. There will be no cost/price evaluation for the IDIQ awards themselves. The Government may use AI/ML tools for administrative and technical assessment, but the final decision will be human-led.
