  • Air Domain Technologies (e.g., Hypersonics, Advanced Weapons, Human Performance)
  • Space Domain Technologies (e.g., Spacecraft, On-Orbit Operations, Resilient Space Architecture)
  • Cyberspace/Electronic Warfare Domain Technologies (e.g., Cyber Operations, Quantum Technologies, Directed Energy)
  • Cross-Cutting Domain Technologies (e.g., Human Systems Integration, AI, Advanced Materials)
  • Basic Research Technologies (e.g., Physics, Mathematics, Neuroscience)

Contract Details

  • Type: Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Duration: 5-year ordering period with three 1-year options.
  • Awards: The Government intends to make multiple awards and reserves the right to re-open competition to add contractors during the contract term.
  • Security: No security clearance is required for contract award; all delivery orders/task orders will be unclassified.
  • Funding: The contract vehicle itself does not have specific funding; task orders will rely on inter-agency and outside agency funding. Funds are not presently available for the IDIQ awards.
  • Minimum Order: A minimum Delivery Order of $500 is intended for a post-award conference.
  • Exclusions: This vehicle will not be used for Consulting or Advisory and Assistance Services (A&AS).

Eligibility & Set-Aside

This opportunity is for unrestricted competition, with the potential for small business competition and the establishment of small business pools. Small business participation is a key evaluation factor. Offerors must be U.S. companies; foreign firms or U.S. companies under Foreign Ownership, Control, or Influence (FOCI) will not be permitted to participate as prime contractors. Evaluation Factors (DRAFT)

Proposals, once a formal solicitation is released, will be evaluated on:

  • Factor 1: Technical Factor (S&T Maturation, Area of Interest Proficiency)
  • Factor 2: Small Business Factor (Small Business Participation Commitment Document (SBPCD), Small Business Sub-Contracting Plan) An "Acceptable" rating in each factor is required for consideration. There will be no cost/price evaluation for the IDIQ awards. The Government may use AI/ML tools for administrative and technical assessment.
