Scope of Work

This opportunity seeks a C-47 aircraft to serve as a jump platform for the United States Air Force Academy's Wings of Blue parachute team for each show day. Following the jump, the C-47 will transition to a designated static display area for the remainder of the day. The agreement covers general support for demonstrations and display at the airshow.

Period & Place of Performance

  • Period of Performance: Friday afternoon, August 7, 2026, through Sunday afternoon, August 9, 2026.
  • Arrival: Required by 12:00 PM CST on August 7, 2026.
  • Departure: No later than 12:00 PM CST on August 10, 2026.
  • Place of Performance: Offutt Air Force Base, St Columbans, Nebraska.

Performer Responsibilities

  • Provide all necessary personnel, equipment, tools, materials, and supervision.
  • Perform within Federal Aviation Regulations (FARs) and applicable waivers.
  • Perform a minimum of one 10-15 minute flight per day, including one or two performances the day prior to the show.
  • Provide a digital press/media kit (CD-ROM) and HD video (DVD or Beta).
  • Be available for media interviews before and during the show.
  • Arrive at least one day in advance (August 7, 2026) for local promotions.
  • Provide Civil Aircraft Certificate of Insurance (DD Form 2400), Civil Aircraft Landing Permit (DD Form 2401), and Civil Aircraft Hold Harmless Agreement (DD Form 2402) before landing.
  • Coordinate all media forms through Offutt Public Affairs.

Government Responsibilities

  • Provide aviation fuel (100LL), not to exceed 600 gallons, and 4 gallons of 120W Oil.
  • Provide hangar space at Offutt AFB (space is limited).
  • Provide aircraft security on the parking ramp and crowd control.
  • Provide up to four (4) non-smoking hotel rooms for the performer.
  • Provide two (2) automobiles with a full tank of gas for transportation.
  • Provide one (1) meal per performer on the actual event days (August 8-9, 2026).
