• Access: Continuous access to all twelve bathrooms is available; no phasing is required.
• Tile Disturbance: Any damage to tile work during demolition must be repaired by the Contractor, matching existing tile and requiring COR approval.
• Plumbing Scope: Limited to like-in-kind reconnection to existing supply and waste piping at vanity locations. No drain relocations, vent modifications, or piping changes are anticipated.
• Shutoff Valves: Shutoff valves are currently installed at each vanity (see Figure 3 of SOW).
• Electrical Scope: Limited to removal and replacement of existing light fixtures and reconnection to existing circuits. No panel upgrades, new circuits, additional receptacles, or wiring modifications are anticipated. New LED light fixtures will be standalone.
• Materials: Equivalent or better materials can be proposed without matching a specific manufacturer. No specific requirements for LED light fixture lumen output, color temperature, or dimming beyond code compliance.
• Hazardous Materials: No hazardous material survey has been conducted. If asbestos, lead, or mold are encountered, abatement must be brought to the COR/KO for review and evaluation outside the base scope.
• Vanity/Mirror Dimensions: Vanities can be extended to the wall (approx. 70") or be freestanding, similar in size to existing. Mirrors should be replaced with like-size mirrors (40" x 27"). Product submittals are required with the bid/proposal.
• Flooring Under Cabinetry: Contractor is responsible for refinishing the floor area beneath removed cabinetry with carpet, which will be provided by the Government.
• GWB Repair: Contractor is responsible for repairing Gypsum Wall Board (GWB) damaged during toiletries cabinet removal, in accordance with the SOW.

Solicitation / RFP / RFQ

This solicitation is for the bathroom vanity replacement at Air Station Elizabeth City, Building 54, located at 1664 Weeksville Rd, Elizabeth City, NC 27909. The procurement is a 100% set-aside for Small Businesses.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all supervision, labor, equipment, parts, transportation, and tools necessary to remove and replace twelve (12) existing bathroom vanities at the U.S. Coast Guard Base Elizabeth City, Ready Crew Berthing Facility (Building 54).

• Removal and disposal of twelve (12) existing bathroom vanities, including sinks, fixtures, mirrors, light enclosures, light fixtures, associated plumbing (back to building connection), and adjacent toiletries cabinets.

• Provision and installation of twelve (12) new, like-in-kind bathroom vanities, sinks, fixtures, mirrors, light fixtures, and associated plumbing.

• Demolition of existing toiletries cabinets; these will not be replaced.

• Work includes ensuring new materials are compatible with existing building plumbing and electrical systems.

• Repair of any damage to tile work to match existing conditions.

• All work must be completed in accordance with North Carolina Building Code, North Carolina Plumbing Code, NFPA 70 (National Electrical Code), and all Federal, EPA, OSHA, and State of North Carolina laws and regulations.

• A one-year warranty on supplied equipment and labor is required from the startup date.

• Final acceptance is contingent upon COR approval of the job site's cleanliness and appearance.

• Location: Building 54 (Ready Crew Berthing), U.S. Coast Guard Base Elizabeth City.

• Mobilization: Within 10 workdays after notification to proceed and acceptance of submittals.

• Completion: Within 30 workdays from notification to proceed and acceptance of submittals.

• Work Hours: Normal base working hours (0700-1600, Monday-Friday), unless prior permission is obtained.

• Site Visits: Strongly encouraged. Must be prearranged at least three (3) days in advance with the COR, providing full name, date of birth, and driver’s license number. Valid Real ID or passport required for entry.

• Base Access: Contractors requiring base access after award must be pre-vetted. RAPIDGate pass may be required for work exceeding 10 days.

• Utilities: Electrical power available; telephone services not provided. Contractor must provide portable restroom facilities.

• Safety: Contractor is wholly responsible for work site safety, implementing a safety program, and complying with OSHA regulations. Hot Work permits required.

• Environmental Compliance: Strict adherence to Base Elizabeth City wastewater permits, Spill Prevention Control and Countermeasures Plan, Clean Water Act, and Stormwater Pollution Prevention Plan. All discharges must be managed and reported. Waste disposal and chemical usage must comply with regulations. All installation-related solid waste must be removed daily.

• Materials: Must be delivered in original packages, clearly marked. Storage must follow manufacturer recommendations. Special care to protect against damage and prevent debris from entering airfields.

• Submittals: Required submittals include Pre-Bid Site Visit Request Information, Initial Product Data (vanity, sink, fixtures, mirror, light fixture, plumbing), Certifications/Licenses, Past Performance, Final Product Data, Project Schedule, O&M Manuals, and Warranty Information. Specific timelines apply for each.
