• Labor Categories: Several labor categories were clarified or removed. The 'Senior Production Controller (GS-13)' has been removed. 'Engineer (Environmental)', 'Field Engineer (Mechanical)', 'Field Engineer (Electrical)', 'Marine Mechanical Engineer', 'Assessment Specialist', and 'Warehouseman' were listed in the PWS but not the Labor Rate Spreadsheet; 'Heating, Ventilation, and Air Conditioning (HVAC) Engineer' was removed from the procurement package. 'Computer Programmer/Analyst' was clarified as GS-13. The government confirmed that Labor Categories are under PWS Section XVII, not XVI.
• Program Manager Substitution: Substitution of the Bachelor's degree requirement for the Program Manager with specific experience and PMP certification is approved.
• Past Performance: Offerors are limited to submitting a total of three past performance references.
• Contract Period: Pricing and evaluation will be based on one 5-year ordering period plus six months under FAR 52.217-8, as corrected in Amendment 003.
• Proposal Submission: Certifications and Representations not completed in SAM must be submitted with the solicitation and signed Amendments. There is no file size limitation for email submissions, but offerors should only provide required information.
• Small Business Participation Plan: Corrections regarding the placement and referencing of the Small Business Participation Plan (Factor III/IV vs. Factor VI) are detailed in Amendment 003.
• CMMC Level: Clarification on CMMC level requirements is referenced in vendor question and response #22.
• Travel Reimbursement: Local travel within a 50-mile radius will not be reimbursed.
• Acronyms: Acronyms should not be considered common knowledge and must be defined upon first use in the proposal.
• Deliverables: Deliverables and their due dates will be identified on individual task orders.
• HOLA/COLA: Overseas locations will have a single rate per category including all associated costs; HOLA/COLA will not be paid separately.
• Page Limitations: Amendment 003 increases the page limitation for the list of tables, figures, acronyms, compliance matrix, and table of contents to 5 pages.

Several clarifications and corrections have been made via Amendments 002, 003, 004, and an upcoming Amendment 005. Offerors should review these amendments for updated requirements regarding proposal structure, contract period, labor categories, and submission details.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Aircraft Carrier Readiness Support (ACRS) for Commander, Naval Air Forces (CNAF). The primary goal is to ensure the operational readiness of naval air forces, focusing on aircraft carriers and their aviation assets.

The contractor shall provide Professional Engineering Assistance, including technical expertise, graphic solutions, configuration data management, environmental engineering, and hazardous waste handling. This support is crucial for the maintenance, readiness, modernization, and work package development/execution for USS Nimitz (CVN 68) and USS Gerald R. Ford (CVN 78) class aircraft carriers.

Work must adhere to all applicable Naval Sea Systems Command (NAVSEA) instructions, Authorized Data Lists (NADL), and other pertinent directives. Quality Assurance (QA) program plans must be maintained and approved. Deliverables require thorough technical accuracy checks by the contractor.

Services are required at government facilities, onboard aircraft carriers, and potentially contractor facilities. Primary work locations include Bremerton, WA; Norfolk, VA; San Diego, CA; Japan; and contractor facilities. Work may also occur during ship underway periods, requiring 12-hour workdays.

• Security: Overall classification is SECRET; contractors may require SECRET clearance. U.S. Citizenship is required. Operations Security (OPSEC) requirements must be followed.
• Personnel: Must meet minimum qualifications for various labor categories (Program Manager, Project Engineer, etc.).
• Restrictions: Contractors shall not perform design, engineering, or logistic services in posted radiation areas, handle radioactive materials, or wear radiation measuring dosimetry devices. Analysis or diagnostics on specific nuclear-powered aircraft carrier systems are excluded.
• Data Rights: All products and documentation developed are the property of Commander, Naval Air Forces, with the Government holding unlimited rights.

Amendment / Modification

This amendment revises the Performance Work Statement (PWS) and clarifies changes to Section L of the solicitation. It also updates FAR 52.216-19 regarding minimum order requirements.

• Travel and Materials/ODCs estimated amounts for the 5-year ordering period and the FAR 52.217-8 option period are provided for price proposal preparation.

Amendment / Modification

This amendment (0003) to Solicitation N0018926R00020003 makes the following changes:

• Corrects Sections L and M of the solicitation.

• Extends the solicitation due date to March 16, 2026, at 2:00 PM.

• Extends the deadline for questions to March 2, 2026, at 12:00 PM.

• Sections L and M of the solicitation.

• The proposal submission deadline has been extended to March 16, 2026, 2:00 PM.

• The deadline for submitting questions has been extended to March 2, 2026, 12:00 PM.

Amendment / Modification

This amendment extends the closing date for the solicitation and the deadline for vendor questions. It also increases the page limits for two subfactors within the proposal submission.

• Closing Date: Extended from 10:00 AM on 03/02/2026 to 10:00 AM on 03/09/2026.
• Questions Due Date: Extended from close of business on 02/16/2026 to Noon on 02/20/2026.
• Factor II - Subfactor I Performance and Management Approach: Page limit increased from 35 pages to 45 pages.
• Subfactor Staffing Approach: Page limit increased from 15 pages to 20 pages.

Bidders are granted additional time to submit their proposals and ask clarifying questions. The page limits for specific proposal sections have also been increased, allowing for more detailed submissions in those areas.

Amendment / Modification

This amendment corrects the closing date for questions related to the solicitation. The original closing date of March 16, 2026, has been changed to February 16, 2026.

This change impacts the deadline for submitting questions.

The deadline for submitting questions has been moved forward from March 16, 2026, to February 16, 2026.

Solicitation / RFP / RFQ

This solicitation is for a Firm Fixed Price Indefinite Delivery Indefinite Quantity (FFP IDIQ) multiple award contract (MAC) with up to six (6) awards. The government intends to award contracts to offerors whose proposals are most advantageous, considering price and other factors. Award will be made without discussions, so initial proposals should contain the offeror's best terms.

The solicitation outlines requirements for Aircraft Readiness Support (ACRS). Specific details regarding the scope of work, deliverables, and performance standards are expected to be found in the Performance Work Statement (PWS), which is referenced as an attachment.

• Evaluation Criteria: Proposals will be evaluated based on Factor I (Facility Security Clearance), Factor II (Technical Approach - Performance & Management, Staffing), Factor III (Small Business Participation Plan), Factor IV (Past Performance), and Factor V (Price). Non-price factors are considered significantly more important than price. Factor II, III, and IV are in descending order of importance.

• Proposal Format: Specific instructions are provided for proposal format, including page limitations for different sections and required file types (Word or PDF).

• Small business participation is a key evaluation factor. Large business offerors must submit a Small Business Subcontracting Plan.

• Facility Security Clearance: Offerors must possess an active SECRET classification level at the time of proposal submission.

• Cybersecurity Maturity Model Certification (CMMC): Requirements for CMMC levels are specified.

• Attachments include: Status of Forces Agreement_Japan, Sample Materials List, Labor Rate Spreadsheet, Past Performance Information Form, Past Performance Report Form, Performance Work Statement, and General Information.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional engineering assistance and support services to Commander, Naval Air Forces (CNAF) to ensure the operational readiness of aircraft carriers and aviation assets supporting the Pacific and Atlantic Fleets.

This Performance Work Statement (PWS) outlines the requirements for professional engineering assistance, including technical expertise, graphic solutions, configuration data management, environmental engineering, and hazardous waste/material handling. Work will be accomplished in accordance with the contract and further defined at the Task Order (TO) level. Quality assurance will be managed by the contractor and overseen by the government. Deliverables must be technically accurate and to the satisfaction of the COR/TA.

Services will be performed at government facilities, onboard aircraft carriers, and other locations as required. Primary workspaces include Bremerton, WA; Norfolk, VA; San Diego, CA; Japan; Contractor's Facilities; and U.S. Naval Aircraft Carriers. Working hours will generally be at the discretion of the contractor, unless otherwise noted on a specific task order. Overtime is not authorized.

• Contract personnel shall not perform design, engineering, and logistic services in posted radiation areas, handle radioactive materials, or wear radiation measuring dosimetry devices.
• Contractor shall not perform analysis or diagnostics on systems listed in NAVSEA Instruction C9210.4 (series) on nuclear powered aircraft carriers.
• Personnel must be U.S. Citizens.
• Security clearance requirements (SECRET) may apply.
• Contractor must adhere to DoD and Navy Operations Security (OPSEC) requirements.
• Protection of Naval Nuclear Propulsion Information (NNPI) is critical.
