Statement of Work (SOW)

To provide adequate, safe, and sanitary portable toilet facilities for the Sioux Falls Airshow Event, scheduled for July 18-19, 2026. The services are required for the main event hours (Saturday and Sunday, 9 am - 5 pm) and special events on Friday night and Saturday night.

• Provide 140 regular and 10 ADA accessible portable toilets.

• Ensure toilets are placed and available by Friday evening (5 pm) and removed by Monday morning.

• Equip toilets with hand-sanitizer dispensers.

• Implement a "pit-crew" system for cleaning and servicing toilets efficiently, prioritizing crowd safety.

• Scheduled service includes:

  • Servicing Friday night event toilets before 9 am Saturday.
  • Servicing all toilets midday Saturday and Sunday.
  • Servicing all toilets after 5 pm Saturday.
  • Servicing Saturday night event toilets before 9 am Sunday.

• Additional service and adjustments may be required as needed.

• Toilets must be adequate, safe, and sanitary.

• Estimated daily attendance: 80,000 (surge capacity up to 100,000).

• Special event attendance: 300.

• Contractor must identify an On-Site Superintendent to be notified of defective services and with authority to act on behalf of the contractor.

• Government remedies for contractor failure to correct nonconforming services will follow FAR 52.212-4.

• Place: South Dakota Air National Guard Base, 1201 West Algonquin St, Sioux Falls, SD.

• Period: July 17-20, 2026 (Friday-Monday).

• Insurance: Minimum amounts required for Workmen's Compensation, Comprehensive General Liability, and Comprehensive Automobile Liability.

• Access & Security: Compliance with installation access and security policies, including background checks and AT Level I training for employees.

• Safety: Adherence to U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1).

• Clean-up: Contractor responsible for removing all trash and debris from the work area to a State-approved disposal site.

• Warranty: A minimum one-year warranty on all equipment and labor provided.

• Attachments: Various forms and documents to be provided at award, including Consent for Background Check, Environmental Management Program, Hazardous Materials forms, Fire Plan Review Checklist, Anti-Terrorism Awareness Pamphlet, OPSEC Brochure, Tool and FOD Control Brochure, Safety Guide, and Free Zone Program.
