Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
Lawrence Berkeley National Laboratory (LBNL), under the Department of Energy, has issued a Solicitation for two Sub-Harmonic Buncher (SHB) pulsed Radio Frequency (RF) High Power Amplifiers (HPA). One unit is required at 125 MHz and the second at 500 MHz. These solid-state HPAs will replace existing tube-based systems in the Advanced Light Source (ALS) LINAC to enhance performance and reliability. Proposals are due May 8, 2026, by 3 PM Pacific Time.
Scope of Work
The scope involves the design, manufacture, testing, and delivery of two 25 kW pulsed solid-state HPA systems (125 MHz and 500 MHz), utilizing LDMOS or GaN FET technology. The vendor is responsible for all aspects, including procurement of materials, tools, and test equipment. Key requirements include:
- Compliance with the Engineering Specification Document (ESD) AL-1887-8780 and Statement of Work (SOW) AL-1887-8783.
- High reliability (Mean Time Between Failure > 150,000 hours) and fault tolerance.
- Comprehensive testing, including NRTL inspections, Factory Acceptance Test (FAT) with 100-hour continuous testing, and Site Acceptance Test (SAT).
- Provision of extensive documentation (schematics, manuals, QA/QC).
- A 3-year on-site warranty from acceptance.
- Adherence to ISO-9001 standards and LBNL's Quality Assurance Program.
- Compliance with LBNL's electrical safety, seismic safety, and non-ionizing radiation standards.
Contract & Timeline
- Contract Type: Firm Fixed-Price Subcontract.
- Estimated Term: 12 months for design, fabrication, and commissioning.
- Set-Aside: None specified (open to small businesses under NAICS 334220, size standard 1,250 employees).
- Proposal Due Date: May 8, 2026, 3 PM Pacific Time.
- Offeror Questions Due: April 20, 2026.
- Published Date: April 23, 2026.
- Place of Performance: Berkeley, CA.
Evaluation
Proposals will be evaluated based on technical factors (ability to meet requirements, delivery & schedule, quality assurance, past performance) and price. The award will be made to the offeror providing the best overall value, with LBNL reserving the right to award to other than the lowest price. Offerors must indicate compliance with each requirement in the ESD.
Additional Notes
Proposals must be submitted via email to AMathias@lbl.gov. Required enclosures include the RFP SHB Pulsed RF HPA ESD Response Sheet, Past Performance Reference Information Form, Representations & Certifications, and Price Proposal Schedule. Bidders must ensure all electrical equipment is NRTL listed, labeled, and certified, and comply with sustainability initiatives.
