Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of Energy's Lawrence Berkeley National Laboratory (LBNL) is soliciting proposals for two Sub-Harmonic Buncher (SHB) pulsed Radio Frequency (RF) High Power Amplifiers (HPA). These solid-state amplifiers, operating at 125 MHz and 500 MHz, are required for the Advanced Light Source (ALS) LINAC system to replace existing tube-based units. Proposals are due June 19, 2026.
Scope of Work
The selected vendor will be responsible for the complete design, manufacture, testing, and delivery of two 25 kW pulsed solid-state HPA systems. This includes procuring all necessary materials, conducting rigorous testing (Preliminary Design Review, Final Design Review, NRTL inspections, Factory Acceptance Test, Site Acceptance Test), and providing comprehensive documentation. The HPAs must meet detailed engineering specifications (ESD AL-1887-8780) for high reliability (MTBF > 150,000 hours) and fault tolerance, and come with a 3-year on-site warranty. LBNL will perform installation and commissioning, with vendor guidance. Value engineering recommendations are encouraged.
Contract Details
This will be a Firm Fixed-Price contract with an estimated term of 12 months for design, fabrication, and commissioning. The award will be based on the best overall value, considering technical factors (ability to meet requirements, delivery, schedule, quality assurance, past performance) and price. The opportunity is open competition, with NAICS Code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and a 1,250-employee size standard. Small businesses are encouraged to represent their status.
Submission Requirements & Evaluation
Proposals must be submitted via email to AMathias@lbl.gov by June 19, 2026, 10:00 PM UTC. Offerors must include the ESD Response Sheet, Past Performance Reference Information Form, Representations & Certifications, and the Price Proposal Schedule. Proposals should be clear, coherent, detailed, and valid for 60 days. Adherence to LBNL's comprehensive safety, electrical, and quality assurance standards (e.g., NRTL listing, ISO-9001, PUB 3111) is mandatory.
